With respect to your request for copies of records regarding flooding in Great Steeping we would, in part, refer you to our email dated Thursday the 06th of March 2025 within which we enclosed suitably redacted copies of the flood investigations undertaken by Lincolnshire County Council pursuant to Section 19 of the Flood and Water Management Act 2010.
Further to this, we enclose herewith copies of the individual reports (once again, suitably redacted) that the Floods and Water team have received some of which will have formed the basis of the aforesaid flood investigations.
To reiterate whilst these reports do provide details with respect the mechanism of flooding (including any contributory factors) there purpose is to identify which Risk Management Authorities have relevant risk management functions and determine whether they have, and or are proposing to exercise their functions in response to the flood.
The investigations are not used to apportion blame and whilst recommendations are proposed therein, we must note that Lincolnshire County Council cannot enforce those risk management authorities etc., to enact upon the recommendations.
The Floods and Water team at Lincolnshire County Council do not collate and / or hold records of damage costs incurred as a result of the flooding at Great Steeping.
For ease our response to “Work undertaken by your and other departments / contractor / land owners at Great Steeping Village” shall be broken down as followsIn our role as Lead Local Flood Authority and Highway Authority works undertaken within the village of Great Steeping include the administration of Central Government funding with respect to property flood resilience, the inspection and cleansing of highway drainage assets, and working in collaboration with partner organisations as part of the Steeping Catchment Action Plan (which can be found online via the East Lindsey District Council website).
From an Environment Agency perspective we are aware that an initial analysis of options has been undertaken, however, due to the cost implications (having regard to Central Government funding stipulations) it is unlikely that a large scale flood alleviation scheme will be justifiable in the current circumstances.
Having said the above, we will continue to co-ordinate with Environment Agency colleagues insofar we can to identify and, where possible, implement any feasible solutions to reduce the risk of future flooding at Great Steeping. For any more detailed information it is suggested that you contact the Environment Agency directly. We are unable to provide detailed information regarding the actions undertaken by individual landowners / property owners but are aware that some property owners have implemented their own measures to enhance their resilience to flooding.
