Carriageway repairs in the council area. I would like to request the following data:

 

1. Do you use internal or external contractors to facilitate the following pothole repairs, patching works, pre patching and small scale resurfacing projects

 

2. What machinery do you use for pothole repairs, patching works, pre patching and small scale resurfacing works

 

3. How much do you spend per pothole repair on average via traditional methods and machinery repairs

 

4. How much does it cost you to repair each identified pothole on average?

 

5. Are you in contact with a company for pothole/patching/pre-pathing repairs? if so who is this contractor with

 

6. How many years does this contract have left to run for pothole/patching works

 

7. What machinery have you reviewed/received a demo on to speed up carriageway repairs

 

8. How do you fund pothole & patching repairs, Capital or revenue, what is the split?

 

9. Do you use your own internal teams for Highways repairs? In relation to potholes/ patching and pre patching?

 

10. What frameworks do you call upon for additional machinery or operatives, in relation to Highway repairs?

Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.  

1. Lincolnshire County Council (LCC) have a term services contract with an external contractor who sub-contracts elements of the work streams mentioned.

2.  LCC use a variety of machinery and methods for repair, including traditional saw cut, hot box patch, velocity patching, mini-planer with hand lay paving.

3. LCC does not calculate the cost of repairing individual potholes as the payment to the contractor cover the entire Reactive Service but costs are typically around £50 to repair a pothole in 2025.

6. The contract with Balfour Beatty runs until 2032

7.  JCB pothole pro, Multevo, Multi-patcher, Road Mender.

8. Generally, pothole repairs are funded by revenue although this can vary depending on budget allocation and cost of service. Current allocations allow 100% of pothole repairs to be funded through revenue.

10. No further frameworks are used to procure these services. For Capital Improvement schemes, LCC uses a number of available procurement routes but these are not generally used for Highway repairs.
