1. Regarding the road defects on Crease Drove/Harvester Way, Crowland, I understand from your response that the Highways Officer does not consider the defects eligible for repair, as they reportedly do not meet the intervention threshold set by the Highway Infrastructure Asset Management Plan (HIAMP) 2024. However, no evidence has been provided to confirm this assessment.
Based on our measurements, the defects do meet the intervention threshold. I request documentary evidence supporting this decision, along with the specific section of the HIAMP 2024 referenced.

1. Highways Officers do not routinely measure every non-intervention defect on the highway network using measuring devices. Instead, they apply a combination of skills, knowledge, and experience as Lantra-qualified inspectors to determine the appropriate actions needed to maintain highway safety.

This appendix outlines the response times for various highway maintenance activities, including (but not limited to) those identified during safety inspections. These times form the basis of our risk assessment for intervention levels and are subject to on-site professional judgement. All stated response times are maximums, and unless otherwise specified, are in calendar days.
