1. Please provide a copy of the council's current or latest Digital Strategy. If the council does not have a Digital Strategy, please confirm this is the case. I am interested in both organisational Digital Strategy (specific to the council) and place-focused Digital Strategy (specific to the geographical footprint of the local authority). 

2. lease provide a copy of any digital-related strategies across the council. This includes any technology, information or data related strategies. Example strategies include Technology Strategy, IT Strategy, Applications Strategy, Cyber Strategy, Data Strategy, AI Strategy, Analytics Strategy, Information Strategy. 

3. Please provide the following information in relation to the council's most senior digital leader*:

a) Job description/profile.

b) Salary range.

c) When the position was created.

d) Whether the position is currently vacant or occupied.

e) Title of the role the council's most senior digital leader reports to.

f) The position of the role in the organisation's hierarchy. If the Chief Executive is Level 1 and positions reporting directly to the Chief Executive are Level 2, please confirm the level of the council's most senior digital leader.

Confirm whether the role attends all top-management team meetings**.

*The role responsible for developing, defining and leading delivery of the organisation's digital vision and strategy. Those responsibilities should be the primary purpose of the role. Common job titles for these

positions include Chief Digital Information Officer, Chief Information Officer, Chief Digital Officer, Director of Digital.

**Defined as the regular meetings between the Chief Executive and their top-management/leadership team (e.g., Executive/Strategic Directors/CFO).

Decision

1-2. Lincolnshire County Council (LCC) are undergoing significant changes within the IT structure and service capabilities. We are currently in the process of going to market to select a new IT partner which will transform how we delivery services to the Lincolnshire Country Council. Alongside this transformation will be the development of our Digital Strategy, it is anticipated this will take approximately 6 months to complete and we would be happy to share under a request in the future.

3. Council's most senior digital leader is Tom Baker – Chief Information Officer (CIO)

Tom’s key objectives are:

• Provide reliable and secure IT systems that support the Council’s day-to-day business

• Work closely with LCC business colleagues to understand their business and challenges and to provide IT solutions for those challenges • Support good decision making by providing access to reliable data

• Drive the adoption of technology to support colleagues to complete their work efficiently

• Provide ongoing education for business colleagues to ensure LCC can leverage technology to make its business efficient and effective

• Develop the IT Team’s Capabilities and Maturity

The CIO is a Senior Leader level 6 – the salary range can be found in the Lincolnshire County Council website.

Tom has been in post since June 2024.

The position is occupied.

The CIO reports in the Deputy Chief Executive & Executive Director, who in turn reports to the Chief Executive.

The CIO attends all relevant Senior Leadership meetings.

The CIO is responsible for developing, defining and leading delivery of the organisation's digital vision and strategy.
