I am submitting this request under the Freedom of Information Act 2000. I would be grateful if you could provide the following information regarding domiciliary care, supported living, and complex care services within your local authority for the period:  

Financial years 2023 and 2024:

1) Contact details (name, job title, email, and phone number) for managers or commissioning leads responsible for domiciliary care, supported living, and complex care services. If available, please also include contact details for managers linked to specific service

user types, such as:

Children and young people.

Adults with physical or learning disabilities.

Mental health service users.

Substance misuse or addiction recovery.

Autism and ADHD.

Forensic or ex-offender support.

Dementia care.

Palliative or end-of-life care.

Hospital discharge and reablement services. 

2) An explanation of the process for becoming an approved provider of domiciliary care, supported living services. Please include details of any frameworks or approved provider lists, selection criteria, renewal timelines, and whether you accept spot purchasing outside frameworks. If so, what percentage of contracts are awarded to spot providers and why?

3) Data on current and projected demand for each service user type above, including referrals made, unmet needs or shortages, geographic areas with high demand, and future forecasts (3-5 years).

4) Details on types of accommodation required (e.g., HMOs, single houses, apartment blocks, wheelchair-accessible homes) and any known shortages or waiting lists.

5) Financial information, including rates paid to providers for domiciliary care (hourly), supported living (weekly by care level), and complex care (e.g., waking nights or enhanced support). Please also include exempt accommodation rents (lowest and highest rates)
and any rates currently under appeal or dispute.

6) List of providers on your framework for domiciliary care and supported living.

7) Copies or links to your Market Position Statement for Adult Social Care or other related reports, as well as any needs assessments, gap analyses, or planning reports for future services and commissioning strategies.

8) Details on the tendering process for securing contracts and any current or upcoming tenders for these services. Please also advise how providers can register to receive updates about tendering opportunities.

9) Data on out-of-borough placements, including the number of service users placed into your borough by other councils and placed outside your borough by your authority. Please also specify which services these placements required.

2) Adult Care Lincolnshire County Council operates a procurement tender process from time to time when recommissioning such services, although you do not define what “complex care services” means.

That is not a specific category for which Lincolnshire County Council currently operates contracts.

Lincolnshire County Council currently utilises a prime provider model to deliver domiciliary care by zones within Lincolnshire. The council has an individual contract for service delivery with the prime provider for each zone. Lincolnshire County Council uses a framework known as an Open Select List for providers of Community Supported Living services.

This consists of a list of providers who were successful at the original tender and subsequent re-openings. The list is opened from time to time during the framework duration, with additional providers most recently contracted in 2024. When the list is opened, a procurement process is conducted via the ProContract portal whose details are set out below. Interested parties can submit bids in line with the service specification as part of that tender process. The bids would be evaluated against criteria set out in the tender process, with contract(s) subsequently awarded to successful bidder(s).

Lincolnshire County Council does utilise spot contracts for Community Supported Living services in certain circumstances. These are used mainly when the assessed need of an individual cannot be delivered by a provider who is on the Framework, or where the care is required in a setting which lies outside of the county of Lincolnshire. As such, the numbers of these can be very variable – there are no set percentages or limits, although the council’s preference is for individuals’ needs to be met by framework providers wherever possible.

Selection criteria for re-procurements vary from time to time based on the requirements of any new service. These would be made available to interested parties via ProContract as part of the tender process at the time of any future re-procurement. 1 April 2023 – 31 March 2024 – average rate for OSL domiciliary care = £26.17

1 April 2024 – 16 January 2025 – OSL range from £21.50 to £42.00, average rate as of 7 January £27.31. *Hourly rates will be dependent on individual CWD need, complexity of the disability and the care package itself.

6) Children's Services do not operate a Framework for Domiciliary Care or Supported Living. Packages are purchased through an Open Select List (OSL) arrangement whereby providers accepted onto the OSL are sent referrals for individual children and invited to engage in a mini-competition for the work. Should insufficient suitable bids be received, referrals may be sent to providers who are not on the OSL.  7) The latest Adult Care Market Position Statement 2020-2023 is published on the Lincolnshire County Council website. Any other reports, assessments or strategies that have been published will be on the Lincolnshire County Council website

8) Lincolnshire County Council use the Procatis Procontract tender portal for the procurement of services. You will be able to register on this site to receive information on tenders based on location and CPV codes. In addition, Lincolnshire County Council publish procurement notices in line with legislative requirements at https://www.gov.uk/find-tender which you can also register with and receive notifications. Once a tender is live, the potential provider must follow the instructions within the tender documents which will be bespoke to the required service. Each tender bid with then be assessed in line with the detail in the tender documents and the successful bidder(s) offered contract(s).
