I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
Thank you for your email regarding the temporary closure of the Hough Lane level crossing on Claypole Public Bridleway No. 8.Network Rail carried out an assessment of the Hough Lane level crossing in December 2023. The assessment raised concerns regarding the visibility at the crossing and the amount of time required to safely cross the East Coast Main Line. Census cameras were also deployed at the crossing in December 2023 and it was noted that only 2 of the 32 path users telephoned the signaller with the provided telephones as per the instructions of the crossing.
Network Rail therefore submitted a temporary closure application to Lincolnshire County Council to initially close the public bridleway on public safety grounds until 4 August 2024 and the Secretary of State has then approved an extension to the temporary closure order until 4 August 2025. The effect of the order is to prohibit walkers, horse riders and cyclists from using Claypole Public Bridleway No. 8 between Hough Road at Claypole and Stubton Restricted Byway No. 7.
Network Rail will be submitting an additional application to Lincolnshire Conty Council (LCC) in the coming weeks to permanently divert the public bridleway onto an alternative alignment which does not involve crossing the East Coast Main Line. The procedure to permanently divert a public right of way is open to public comment and objection and you will be presented with the opportunity to respond to the public path (diversion) order in due course.
