Freedom of information request in relation to residential care for physically disabled/ vulnerable adults Lincoln City.

My request in in relation to assurances that Safeguarding principles are being met and whether Lincolnshire County Council can give me assurances that they have good oversight and Governance in place when residents are in Care facilities.

1. I would like to know how often physically disabled adults requiring care in residential care homes in Lincoln City (funded by their Department for Work and Pensions (DWP) benefits/Local Authority top up) are visited by Social Workers in a 12 month period April 2024-25 to ensure their placement is appropriate and that their needs are being met and they are protected from harm and neglect.

2. Can you provide me with percentage of face to face visits undertaken in this period for Lincoln City per local authority funded placement? ie if you have say six residential homes, x number of physically disabled residents who require care in Lincoln, were all residents visited at least once and where family members/advocates/NOK invited to these meetings?

 3. Also how does the Local Authority ensure/measure that the 'Provider' of that care has the appropriate resources to deliver the service. Again I would expect you would already be asking for monthly Key Performance Indicators (KPI's) from care providers eg staffing levels/accidents or incidents etc.

1. The Local Authority review individuals in care home on an annual basis. If required we will review at any point and maintain good links with all key partners to ensure we have regular updates and escalation processes should the need arise.

2. All individuals who received a residential or nursing care service during the 2024/2025 financial year, with a recorded support reason of Physical Support (used here as a proxy for physical disability, as a specific category for physical disability is not available), and whose postcode falls within the Lincoln district, are included. Of those we have the number that received a review while in that placement and in the financial year.  Please note that it is not possible to determine whether reviews were conducted face-to-face or if family members or advocates were present during those reviews.
