a. Clarify what 'assertive outreach' entails?

 

b. How long is the current wait time to receive residential detox/rehab treatment from the point of application to approval?

 

c. Is the East midlands detox facility related in any way to LRP?

 

d On average, how long did the 20 LRP clients have to wait for detox services from time of application to receipt of services. On average, how long did the 9 LRP clients have to wait for residential rehabilitation services from time of application to receipt of services?

 

e. Please provide a copy of the minutes in relation to the quarterly 'contract management meetings.' Please provide a copy of the 'Annual Review' for LRP. Please clarify whether or not, an 'Improvement Plan' was implemented for LRP? Please clarify whether or not, 'formal dispute resolution' was implemented for LRP?

 

f. When did 'Public Health' visit the LRP facility as a part of its annual review to ensure compliance with CQC regulations? Please clarify 'Public Health's' relationship with LCC? Please provide a copy of Public Health's 'Annual Review' report of the LRP facility.

 

g. Please provide me with a copy of the LRP 'training matrix.'

 

h. What was the outcome of that Complaint? Did LCC perform an investigation?

 

i. Please provide a copy of the CQC report for LRP.

Decision

a. Assertive outreach works with people who are difficult to engage with and who may not currently be accessing services. They work in the individual's environment or a place where they feel comfortable breaking down barriers and encourage engagement

 

c. Lincolnshire County Council hold the contract for Lincolnshire Recovery Partnership and Nottinghamshire County Council hold the contract for the East Midlands detox facility, so contractually they are not related.

Organisationally Framework run the detox facility and they are also a partner within Lincolnshire Recovery Partnership.

 

d. Historic records are not kept by the authority nor available through the National Drug Treatment Monitoring System, but current  timeframes for residential detoxification are up to 8 weeks and for residential rehabilitation between 6-12 weeks depending on placement and pre/post placement preparation

 

e. No formal escalation processes have been implemented as part of this contract. Contract management minutes and annual reviews are considered commercially sensitive.

 

f. i. LCC have regular contact with the provider in line with our contract management framework to ensure compliance with the contract and relevant legislation. Through these meetings we support the provider to meet their obligations and during the first year regular mobilisation meetings and visits take place to ensure the contract is meeting its contractual obligations

ii.  Public Health is a division of Adult Care and Community Wellbeing at Lincolnshire County Council in line with the Health and Social Care Act 2012

iii. There has not yet been an annual review of the LRP facility

 

g. The authority does not hold the training matrix for the LRP provider partnership, this is held by the provider

 

h. The complaint was not upheld. Appropriate steps to consider the complaint and the concerns raised, within the requirements of the complaints policy were undertaken. This information was shared directly with the complainant

 

i. The LRP service commenced on 1st April 2024 and has not yet been inspected by the CQC, previous reports are available from the CQC website http://www.cqc.org.uk/
