Emotional Based School Avoidance

My request relates to Emotional Based School Avoidance (EBSA) and Education Health and Care plans (EHC plans).



Q1) I am looking for data relating to the number of times Emotional Based School Avoidance or EBSA is mentioned in EHC plans held by your council over the past seven years. Specifically, please could you provide the following:



a) For each of the academic years 18/19, 19/20, 20/21, 21/22, 22/23, 23/24, and 24/25, the total number of EHC plans held by your authority.



b) In each of the academic years 18/19, 19/20, 20/21, 21/22, 22/23, 23/24, and 24/25 the number of EHC plans held by your council at some point in that year which mention Emotional Based School Avoidance or EBSA'



c) If data is not available for the whole period requested, please instead provide it from the earliest academic year available up until

the most recent available at the point of production.

b-c. Section 12(1) of the Freedom of Information 2000 does not oblige a public authority
to comply with a request for information if the authority estimates that the cost of
complying with the request would exceed the appropriate limit. The appropriate
limit is currently £450 or 18 hours at a cost of £25 per hour.
The exemption under section 12 is not subject to the public interest test
Any refined request will be treated as a new request under the Freedom of
Information Act.
