Section 117 Aftercare

Regarding: research to inform the development of services for individuals requiring acute mental health care, rehabilitation, acquired brain injury (ABI) support, and complex care placements, including nursing, residential, and supported living services.

Section 117 Aftercare:

Q1) The total number of individuals currently receiving Section 117 aftercare funded by your authority.

Q2) A breakdown of these individuals by:

b) Type of placement (e.g., supported living, residential care, nursing care).

c) Primary support need (e.g., mental illness, ABI, dual diagnosis).

d) Total annual expenditure on Section 117 aftercare for the past three financial years.

Commissioning Frameworks:

Q3) Details of any Approved Provider Lists (APL), Frameworks, or Dynamic Purchasing Systems (DPS) your authority uses for commissioning:

a) Inpatient rehabilitation for mental health.

b) ABI or neurorehabilitation services.

c) Complex care placements.

d) Supported living services.

e) Information on how new providers can apply to join these frameworks.

Out-of-Area Placements:

Q4) The number of out-of-area placements made in the past 12 months for individuals requiring services mentioned above.

Q5) Reasons for these out-of-area placements (e.g., lack of local provision, specialist needs).

Q6) Average duration and cost of these placements.

Delayed Discharges:

Q7) Data on delayed discharges from hospitals over the past 12 months due to:

a) Delays in funding decisions.

b) Lack of suitable placement options.

c) Disagreements between health and social care commissioners.

d) Average length of delayed discharge periods in these cases

3a) Lincolnshire County Council have no commissioning responsibility for inpatient services

b) Lincolnshire County Council do not commission specific ABI or neurorehabilitation services.

c) Complex care placements, if not able to be placed within framework contracted providers, will be negotiated individually.

d) The Community Supported Living Open Select List is expected to reopen in June 2027

e) Potential providers will be able to apply to join frameworks or deliver services by completing the appropriate tender process. Appropriate notices will be published in advance of any procurement exercise.

4-7) We are unable to answer questions 4 to 7 of your request. This is because the cost of locating and retrieving the information you are seeking would exceed the appropriate limit as set out in Section 12(1) of the Freedom of Information Act 2000.

To provide the information requested in Q4-Q7, we would be required to individually review every record for every user within the scope of your request, which would involve a significant manual search across a large volume of data. This process would exceed the statutory cost limit of 18 hours.

Refining your request:

If you are able to narrow the scope of your request ' for example, by limiting the time period you are interested in or focusing on fewer data points ' we may be able to locate and retrieve the information within the cost limit.

Section 12(1) of the Freedom of Information 2000 does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit is currently £450 or 18 hours at a cost of £25 per hour.

The exemption under section 12 is not subject to the public interest test

Any refined request will be treated as a new request under the Freedom of Information Act.
