I am requesting the following information regarding SEND funding, associated services and provision for schools within the Lincolnshire Local Authority area.

1. a. What services do the LA provide to schools related to SEND?

c. What are the traded package prices?

d. What is included in these packages?

2. a. What services do the LA provide to schools related to Education services?

b. What services are traded?

c. What are the traded package prices?

d. What is included in these packages?

3. a. How many hours per school do the LA offer for the EP service for statutory work?

b. Is the offer based on case numbers/ numbers of pupils or hours?

c. Is there a formula for the offer and if so, what is the formula?

4. a. Can schools go to providers other than the LA for services in SEND, Education or Health?

b. If schools have to commission external services for identification of need and advice as part of the APDR process, due to the LA not being able to provide this support in a timely manner (1 term), will the LA accept this cost added to the schools notional spend?

c. Will the LA accept non-LA reports from other professionals and advice for EHCPs?

5. a. If the EHCP process goes beyond the 20 weeks, will the LA backdate the funding for late EHCP's to be finalised, to the 20-week timeframe so that pupils are not losing out on their provision?

b. How does the LA calculate the high needs notional funding allocation per school? Please share the formulae used and offer an example.

c. How does the LA fund the costs of mediation and tribunals? Does this come from the High Needs Block Budget? LA Health Offer

6. a. What services do the LA provide to schools related to Health services?

e. Will the LA accept private diagnosis and advice for EHCP?

f. If schools have to commission external services due to LA not being able to provide the support in a timely manner (1 term), to meet the EHCP provision, will the LA accept this cost from the notional spend or are schools able to claim for a reimbursement for monies paid out? EG given SALT services
