Electric Vehicle (EV) Charging Bays

RE: I am requesting the following information under the Freedom of Information Act, relating to electric vehicle (EV) charging bays in your local authority area.



Please provide responses to the following, where applicable:



Q1. Does your authority currently enforce any EV charging bays (e.g. through a Traffic Regulation Order or other legal mechanism)?

If yes, please provide:



a. The number of Penalty Charge Notices (PCNs) issued for EV bay misuse (i.e. parked without actively charging), broken down by calendar year (2020-2025 to date).



b. The total value of fines issued for EV bay misuse, broken down by year.



Q2. The number of publicly accessible EV charging bays currently managed by the council or under its parking enforcement remit.



Q3. If available, the three most commonly misused EV bay locations (e.g. by street name, car park, or postcode).



Q4. If held, the number of drivers who received more than one PCN for EV bay misuse during this period.



Q5. If your authority does not manage or enforce EV charging bays, please confirm this in response.

I can confirm that some of the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

  • 2. Lincolnshire County Council currently manages 8 EV chargepoints that are publicly accessible. These chargepoints are located on the premises of business centres and other locations managed by the Council:

 

  • Aura Business Centre, Heath Road, Skegness, PE25 3SJ
  • Eventus Business Centre, Sunderland Road, Market Deeping, PE6 8FD
  • Louth Children’s Centre, Lacey Gardens, Louth, LN11 8DQ
  • Mercury House Business Centre, Willoughton Drive, Gainsborough, DN21 1DY
  • Oak House Business Centre, Waterside South, Lincoln, LN5 7FB
  • The Hub, Cibus Way, Holbeach , PE12 7FH
  • The Old Magistrates Court, South Street, Caistor, LN7 6UB
  • Wyvern House, Kesteven Street, Lincoln, LN5 7LW

 

  • As the bays which serve the chargepoints are not on-street they do not fall under the Council’s parking enforcement remit. Management of these bays is the responsibility of staff at the location.

5. Lincolnshire County Council does not currently manage any on-street EV charging bays under its parking enforcement remit. Accordingly, there are no on-street EV charging bays to enforce.

 

Those EV charging bays which are managed by Lincolnshire County Council are not on-street – they are located on the premises of buildings managed by the County Council. Management of these bays is the responsibility of staff at the relevant location.
