Pothole Repairs

Request

This is a request for information under the Freedom of Information Act 2000. Please provide the following information relating to pothole repairs:

1. For the financial years 2021/22, 2022/23, 2023/24, 2024/25, and 2025/26 (to date), please provide:

a. The total number of potholes reported to the council.
b. The total number of potholes repaired by the council.
c. Of the potholes repaired, how many were:

- Temporary or reactive repairs

- Permanent repairs

2. For the same financial years (2021/22 to 2025/26 to date), please provide:
a. The total amount spent on pothole repairs, broken down by:
- Temporary or 'reactive' repairs
- Permanent repairs
b) The total amount spent on preventative highways maintenance measures intended to reduce the formation of potholes (e.g. resurfacing, surface treatments, drainage improvements,etc.).

3. The average response time (in days) between the report date and completion date for pothole repairs for the same financial years. Please include only potholes that were successfully repaired.

4. As of the date of this request, what is the longest time (in days) that a currently reported pothole has been waiting to be repaired, measured from the date it was first reported?

5. For the last two financial years (or calendar years, if easier), how many potholes have been repaired more than once at the same location?

If possible, please include:

a. The number of potholes that required two or more repairs during that period.
b. The maximum number of times any single pothole was repaired during that period.

I would like to receive the information electronically. If possible, please provide the information in the form of a spreadsheet such as Excel or CSV file. If you feel that a substantive response to this request is not possible within a reasonable time frame or cost, or the request is too broad or too vague, I would be grateful if you could contact me and provide assistance as to how I could refine the request.

Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

1a-c. Please find attached tables

2a.Please note that on the tables attached these are the number of pothole repairs captured within our Asset Management System for potholes reported and delivered in response to an enquiry from a member of the public or from an inspection by an LCC officer on a one to one basis.

The actual number of potholes repaired will be higher than this figure as surfacing patches and larger surfacing schemes will also deal with pothole repairs but this data is not captured on a one to one basis.

b. Preventative maintenance measures are included in various different workstreams ie carriageway surface dressing, spray injection patching, reactive drainage grip cutting, environmental work on verge reduction etc. These workstreams fall within a wide range of budget headings that cover a wide range of other highway services too and it is therefore not possible to put an exact figure on the amount spent specifically on preventative maintenance.

5. It's not possible to provide this information - our highway inspectors geographically capture the location of potholes at each individual inspection via a hand held mobile device.

As such the exact coordinates that are recorded depend on where the officer stands in relation to the defect they are identifying. As such this may vary with each independent visit so the coordinates recorded for the defect may vary. a. This information is not held b. In addition, LCC don't have a method of routinely recording that a subsequent repair is to the exact same pothole that was previously repaired, rather than a repair to the piece of carriageway immediately adjacent to the previous repair, for example.
