Any rate card/band/cap documents in force for 1:1 tuition (Section 19/EOTAS/AP/Home/Hospital), including uplift rules (evening/weekend, rapid-start, hard-to-place, travel), as held.

The actual hourly rate(s) paid for in-person and online 1:1 tuition in that period, broken down only by delivery mode. If extracting this would exceed the cost limit, please instead provide the most recent existing report/export that lists standard/typical

rates.

If no such report/export exists, please provide one representative redacted invoice from July 2025 for each delivery mode showing the hourly rate line item.
 

The Council does not operate any banding or cap for the delivery of 1-2-1 or online tuition across all delivery modes. Externally procured tuition is commissioned via the Open Select List (OSL) process and suppliers have the ability to price their bids according to the referrals received. More detail about the process can be found here.

For Section 19 and EOTAS tuition packages, each referral is specific to the individual child being referred. This will stipulate the overall requirements and prices submitted are normally based on a price per day or week, not per hour, as appropriate. Sometimes the costs will be for a specific course in its entirety. The cost of packages can change as the needs of the child change. Monitoring of expenditure is undertaken on a financial, and not academic, year basis.

No uplifts are provided as we do not provide evening/weekend, rapid start, hard to place education provision.

Transport costs cannot be provided as these vary significantly depending on travel distance. Any average cost provided would not give an accurate reflection.

•            Section 19 tuition: average cost per hour for these providers.  

Average rate paid in 24/25 AY for online tuition was £49.75/ hour, ranging from £45 - £70/ hour across suppliers. The rate paid for F2F tuition was £55 per hour; this was also the average.

•            Section 19 tuition (EHC plan): actual cost of tutors via IHT.

Financial year 2024/25

Average cost for EHC Plan bespoke packages (EOTAS and Section 19) is £336.31/ week. The total spent on such packages was £698,890 (NB: covers more than one academic year). Weekly costs range from £24 (2 hours) to £1,350 for a package

Financial year 2025/26

Average cost for EHC Plan bespoke packages (EOTAS and Section 19) is £441.99/ week. The total forecast to be spent on such packages is £1,379,424 (NB: covers more than one academic year). Weekly costs range from £50 (4 hours) to £1,350 for a package.
