1. Lincolnshire Fire and Rescue records residential buildings in two height categories: · High-rise residential buildings (over 18 metres): 19 buildings (internal estimate). · Medium-rise residential buildings (between 11 and 18 metres): 611 buildings (based on OS NGD Buildings data; this figure has not been quality assured for accuracy). These buildings fall within the scope of the Regulatory Reform (Fire Safety) Order 2005.
2. Between 30 October 2019 and 30 September 2025, Lincolnshire Fire and Rescue issued five enforcement notices to the Responsible Persons of medium and high-rise residential buildings, where the notices included deficiencies relating to Article 14 and/or Article 15 of the Regulatory Reform (Fire Safety) Order 2005
3. Lincolnshire Fire and Rescue does not record deficiencies specifically in relation to the identification of vulnerable and disabled residents or planning for their escape.

5. Please see information below which might be useful to explain the responsibilities the RP will have in collating and sharing information of residents who may not be able to self-evacuate.
Under the Fire Safety (England) Regulations 2022, and the forthcoming Fire Safety (Residential Evacuation Plans) (England) Regulations 2025, Responsible Persons of high-rise and higher-risk residential buildings are required to take specific actions to support the evacuation of residents who may not be able to self-evacuate.
These include:
• Identifying residents who may require assistance during with evacuation due to mobility, sensory, or cognitive impairments
• Creating Personal Emergency Evacuation Plans (PEEPs) for residents where appropriate and agreed
• Storing relevant information in a Premises Information Box (PIB) including:
o Floor plans and building layout o Contact details of the RP
o Information about residents requiring assistance, if consent is given These measures aim to ensure that fire and rescue services have access to accurate information to support the safe evacuation of all residents
