English for Speakers of Other Languages Provision Funded

Please provide

(a) total annual spend on ESOL (English for Speakers of Other Languages) provision funded or commissioned by Lincolnshire County Council for each of the last five financial years;

(b) the funding source breakdown (e.g., ESFA/ASF grant, UKSPF, council revenue, etc.);

(c) any contracts or grant agreements specifically for ESOL, with values and providers; and

(d) any internal budget codes/descriptions used for ESOL. If ESOL is delivered within wider programmes, please provide the best available apportionment or recorded estimates.

(a) 2020/2021 – £ 60,760.27 21-22

2021/2022 £ 145,511.24

2022/2023 - £ 317,801.49

2023/2024 - £ 290,165.01

2024/2025 - £226,479.50

(b) Language services are paid from a central base budget and then recharged to individual services on a usage lead basis. Individual services are responsible for funding their own usage. Approximately 85% of costs annually are charged to Children’s Services, with approximately 40% of the costs within Children’s funded by external grants such as Public Health Grant, Homes 4 Ukraine, VCS grant and Home Office grants. Remaining costs, which are minor, is council revenue funded.

(c) Lincolnshire County Council (LCC) have a corporately agreed contract with AA Global Language Services Limited, the estimated value of the contract from commencement in April 2024 to projected end date in March 2028 is £750K. This figure is estimated contract value across 4 years rather than actual spend.
