I would like to request the following information under the Freedom of Information Act regarding SEND services at your council.
1. Has your council used Invision360's education, health and care plan (EHCP) quality assurance tool? If so, please confirm and continue to the following questions. If not, please confirm you have not used it.
2. Please can you provide a copy of your complete data on what your EHCPs were rated using the software, for each month the software was used? Please can this include how this benchmarked against the national average at the time, if the
company provided you with one. As I understand it, they used the Ofsted ratings until recently, when they changed to gold, silver, bronze and significant gaps. Please can this also include the number of EHCPs reviewed as a percentage of total EHCPs at the
time.
3. For each year of use, how has the council spent on the software?

4. Lincolnshire County Council employs a comprehensive, multi-layered approach to the quality assurance of Education, Health and Care (EHC) plans, as set out in its Quality Assurance Framework All plans written by staff under probation are reviewed by a Practice Supervisor, with an expectation that Practice Supervisors quality assure a set number of plans each month using the council’s internal QA model. Team Managers also conduct a set number of randomised quality assurance checks within their localities. In addition, a multi-agency Quality Assurance group with representatives from education, health, and social care, audits an EHC plan each month to provide a broader perspective. Moving forward the multi-agency Quality Assurance Group will also complete monthly themed moderation of audits completed to ensure consistency and high standards across all audits.
Feedback is provided to plan authors during supervision, and themes identified across QA activity are used to inform professional development and continuous improvement across the service. Findings and learning are reported to governance forums to ensure accountability and drive service development.
