I am submitting this request under the Freedom of Information Act 2000. I am a disabled person conducting research to promote fair and consistent application of the national Blue Badge eligibility criteria.
Please provide the following information for all years for which the council holds relevant records, up to and including the date of this request:
1. The number of successful Blue Badge applications where the primary evidence for eligibility included a Personal Independence Payment (PIP) award letter showing 8 points or more for the 'Planning and Following a Journey' activity, and 0 points for the 'Moving Around' activity.
For clarity, this request excludes data for applicants who qualified under the 'Moving Around' activity (enhanced mobility component).
It relates only to applicants who were awarded a Blue Badge under the discretionary criterion connected to the 'Planning and Following a Journey' activity.
The data will be used exclusively for statistical and policy research concerning equitable application of Blue Badge eligibility for disabled people. If this request exceeds the statutory cost limit, please provide advice and assistance under Section 16 of the Act to help refine or narrow its scope.

Lincolnshire County Council can confirm for the period 01/01/2020 to 31/10/2025 a total of 573 blue badges were issued by Lincolnshire County Council under the ‘Planning and Following a Journey’ eligibility due to this PIP award being given by the Department of Work and Pensions (DWP).
