Issuing of Fixed Penalty Notices

I am writing to request information under the Freedom of Information Act 2000 regarding the issuing of Fixed Penalty Notices (FPNs) within your local authority area.

Please could you provide the following information:



1. Does your council employ a private contractor or external company to issue environmental FPNs? If yes, please provide the name(s) of the contractor(s) and the date when the contract commenced.



2. Please provide the total number of environmental Fixed Penalty Notices (e.g. for littering, fly tipping, dog fouling) issued by your council for each of the following financial years: 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25 

 

3. Please state the total income received by the council from environmental FPNs in each of the following

years: 2020-21, 2021-22, 2022-23, 2023-24 and 2024-25

Response:

1. Lincolnshire Trading Standards issue fixed monetary penalties under The Environmental Protection (Single-use Vapes) (England) Regulations 2024.  These came into effect in June 2025 and are issued to those selling disposable vapes.  These are the only environmentally related penalties we issue.  A private contractor is not employed to issue these

2. As above, Lincolnshire Trading Standards issues fixed monetary penalties under The Environmental Protection (Single-use Vapes) (England) Regulations 2024.  These came into effect in June 2025 and are issued to those selling disposable vapes.  These are the only environmentally related penalties we issue.  To date we have issued 3 of these since June 2025.   

The environmental penalties referred to within the question above (littering, fly tipping, dog fouling) are all issued by the district councils. 

3. Each of the three penalties issued were for £200 each, reduced to £100 each if paid within 28 days.
