Highways Development Control -B672 at Standby

I am requesting information on Highways Development Control and Lincolnshire Highways requirements on the measurement of vehicle speeds and traffic flow on local roads, any licences issued to place speed survey equipment in the vicinity of Stainby (details below). and information on the overpass or bridge) on the B672 at Standby Specifically:

a. Do the Lincolnshire rules and guidance for speed surveys reflect the requirements in the Design Manual for Roads and Bridges, those in CA185 (TA22/81) or TAL 2/06. If they do not reflect these documents, which documents was the Lincolnshire guidance derived from.

b. I would like a copy of the Lincolnshire Highways guidance for speed surveys.

c. In Lincolnshire must speed surveys be undertaken in free flow conditions. i.e. where vehicles are unlikely to be accelerating or braking connection with changes to an existing feature that naturally impacts the free flow of traffic

d. In Lincolnshire can (a), speed surveys and (b) traffic surveys be considered accurate where there are any diversions on the route that would impact upon traffic flow and speeds?

e. Who is considered to be the owner or to be responsible for the upkeep of the structure of the bridge on the B676 exiting Stainby in the direction of Buckminster, and who is responsible for the safety inspections.

f. Between the 1st May 2025 and 1st Sep 2025, were any licences issued to carry out speed surveys:

1. On Main Road, Stainby (the B676) in Stainby, Lincolnshire.

2. On Buckminster Road, Stainby (the B676) in Stainby, Lincolnshire.

3. On the B676 between Stainby and the County boundary at Buckminster.

4. On Gunby Road, Sewstern.

5. On Back Lane, Sewstern, (In Leicestershire).

6. On the Drift, Sewstern, (In Leicestershire).

7. On Timber Hill, Sewstern, (In Leicestershire).

Decision

I can confirm that the information requested is held by Lincolnshire County Council.

I have detailed below the information that is being released to you.

a. Lincolnshire County Council does not hold this information.

b. Lincolnshire County Council does not hold this information.

c. yes ideally, however, this is not always possible – Lincs lab and LRSP uses pole mounted speed radar equipment, these have limitations as it requires street furniture on which to mount it. Some contractors use tubes across the road which should be placed in free-flowing traffic.

d. When Lincs lab installs speed radars we check one.network and don’t install when there are road works in the vicinity. Any licenses issued are checked by highways when they are put onto one network and this is when any road works etc would be flagged.

e. The structure itself is the property of Historical Railways Estate. Lincolnshire County Council last inspected the structure in 2022.

f. Licenses have only been issued to contractors for the past month, Lincs Lab and LRSP have not installed any speed radar equipment on B676 –Lincolnshire County Council don’t have any information on Sewstern
