1. Request is to provide details of which public authority is now responsible for the maintenance of S38 land within the windmill meadows estate in Branston.

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.
- Lincolnshire County Council have reviewed our mapping system, and we can see that this estate was adopted on 20th May 2025. As of that date all areas that were part of the S38 agreement have now been adopted by LCC highways and fall within our maintenance liability.
I have attached a copy of the liability plan showing these areas (shaded in blue) for which we are responsible going forward. Looking at the plan it shows the roads and verges, but we have not adopted the larger green spaces and park areas. The maintenance of these must still be private, and I would suggest contacting the developer if you wish to know more about who maintains these sections.
- The sections now adopted will follow the same maintenance levels as the rest of the network, and details of these can be found within the Highways Infrastructure Asset Management Plan which explains the policy and levels of service for such issues.

Regarding road sweeping, this is a district council function, and as such you would need to speak with North Kesteven District Council regarding this.
