I have raised several concerns about Pavement width and condition, HGV usage down the narrow road, speeding vehicles, lack of cross roads on the very busy middlegate Rd crossroads at the end of West End Rd Frampton despite it being a school bus stop and public bus stops. Lack of path round into the village and pedestrians forced to cross right at the end of the junction which is dangerous. There has also been a new development, The Walled Garden which is marketed at the older generation (2/3 bed bungalows) and this does not even have an adequate Pavement coming out of the development. 

I have been told that there are no plans to do anything about these issues and that the crossing initial assessment has not taken place yet despite being requested last May. I have been informed that the pavements have been assessed and nothing is needed. 

1. I have asked for further information on what has been done to date to assess all of these issues and what had been done to assess pedestrian safety for the pavements on West End Rd with the HGV usage and wheelchair use as there is a residential home down the road. 

2. Also what consideration has been given to pushchairs when assessing. 

3.When was any assessment carried out as the road usage is now an average 1500 cars a day. 

4.What was done when the Walled Garden was given permission, to assess the pedestrian access and safety.

Decision

1. The footway on West End Road, Frampton is inspected regularly for safety and condition in line with the County Council’s Highways Infrastructure Asset Management Plan. Other than any reactive maintenance works required to keep the footway safe for use (in compliance with the Lincolnshire County Council Highways Infrastructure Asset Management Plan), there are currently no planned maintenance or improvement schemes for this section of the network. There are also no current proposals to extend the footway from West End Road towards Bungley Lane.

3-4. All planning application sites are thoroughly assessed when we are consulted by the Local Planning Authority. A site inspection would have been carried out as standard, particularly as it was a Major Application >10 dwellings.

Site connectivity and highway safety would have played a part in that inspection. The site has a fall-back use of a commercial enterprise – former food Factory which would have created more pedestrian/vehicle movements to that of the proposal – therefore the change of use to residential would be a betterment for the site and that of highway safety.
