2. Lincolnshire County Council has strategies and plans that may involve the procurement of services in the categories mentioned, with the exception of "f. Fully Managed IT services" where it has recently completed a formal procurement exercise resulting in the appointment of Version 1 as its strategic technology partner. However, it is not possible at present to identify which service or category, nor provide the breakdown of spend respectively since there are ongoing strategic planning considerations, that have just commenced with the appointment of Version 1 in November 2025. In accordance with the Procurement Act 2023, the Council are obliged to publish an 18-month planned procurements pipeline, which can be found here: https://app.powerbi.com/view?r=eyJrIjoiZTAzYTBlNzMtY2VkNS00ODAwLTgwZjMtYzI1MGUyNj c0N2ZhIiwidCI6ImI0ZTA1YjkyLWY4Y2UtNDZiNS05YjI0LTk5YmE1YzExZTVlOSJ9 In addition, the Council’s tender opportunities can be found here: https://www.lincolnshire.gov.uk/supply-council-goods-services/find-tenderopportunities
3. Lincolnshire County Council may elect to procure in any of the categories listed, however, it is not possible at present to identify which service or category beyond 2026 at this time since, in most areas, decisions have not yet been made, and budgets have not yet been set. Technology delivery in the Council is currently undergoing a significant transformation as a result of the new strategic partnership with Version 1 which only commenced in November 2025 and the "Digital Futures Strategy" from 2026 to 2031 is still under active development.
4. Lincolnshire County Council’s agreement with Version 1 is for the provision of an 'evergreen' estate; in practical terms this means that Version 1 are contracted to maintain strict service and outcome quality by maintaining the technology estate as a commodity service; how they maintain and achieve these outcomes is the responsibility of Version 1.
This approach means that the Council can focus higher up on the technology stack, on digital transformational change and digital innovation. Therefore, Lincolnshire County Council as an organisation cannot share any plans for procurements in the areas specified.
