Unregulated accommodation

Please treat this as a request for information under the Freedom of Information Act 2000.

I am requesting the following information regarding children and young people placed by the Local Authority in unregulated accommodation (i.e. any setting not registered with Ofsted as a children's home or supported accommodation provider):

1. Number of unregulated placements within the last 12 months.

(Please specify the reporting period used.)

2. Number of unregulated placements currently in use as of the date of this request.

3. Types of accommodation used for unregulated placements in the last 12 months

(e.g., council-owned properties, temporary accommodation, holiday lets, hotels, caravans, Airbnbs, properties awaiting Ofsted registration, or any other categories you use).

4. Staffing agencies and/or service providers used to support or staff unregulated placements in the last 12 months.

5. Total cost to the Local Authority for unregulated placements within the last 12 months.

* If held, please also provide average hourly staffing rates (or rate ranges) for these placements.

If specific provider rates are considered commercially sensitive, an anonymised average or range will be sufficient.

6. Please provide the job title (not the name) of the person or role responsible for authorising unregulated placements within the Local Authority.
 

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

1a) Provider 1

2025: 3 x placements (01/01/25 to 15/12/25) i)

1 x placement registered as at 02/09/25 ii)

1 x placement registered as at 15/10/25

b) Provider 2 (CQC Registered) 2025:

1 x placement (05/08/25 to 15/12/25)

c) Provider 3 (CQC Registered) 2025:

1 x placement (19/11/25 - 15/12/25)

2. 3 x residential placements. 2 of which are regulated by CQC.

3. Independent providers. All residential homes. 2 are registered with the CQC and one is awaiting Ofsted registration.

4. Bright Futures Care Solutions Ltd, NT Care Group Ltd, Team Lifestyle Group Ltd

5. Total cost to the Local Authority for unregulated placements within the last 12 months.
