I am submitting this Freedom of Information request to better understand your commissioning processes and current service provision in relation to preventative workplace health and wellbeing support.
My aim is to develop a high-quality, preventative programme that aligns with local authority priorities, addresses gaps in provision, and contributes to improved Public Health Outcomes, particularly for groups experiencing poorer health outcomes. To ensure my service offer is responsive to your needs, I would appreciate your support in providing the following information:
Commissioning Processes
1. Could you outline your commissioning processes for purchasing health protection, health promotion, and health improvement programmes delivered either in the community or to specific cohort groups?
2. Do you use any of the following procurement methods for these services:
- Open Tendering
- Dynamic Purchasing Systems (DPS)
- Grants
- Spot Purchasing
- Framework Agreements
If so, could you please provide: - The anticipated timelines for re-tendering or refreshing these arrangements

3. Do you currently operate either: Local authority-run services (delivered by internal teams), or Commissioned services (delivered by external providers) for any of the following areas? 3. LCC work with commissioned integrated lifestyle support service provider to deliver health and wellbeing initiatives for LCC staff as part of the Councils employee health and wellbeing offer. This includes physical health improvement programmes that address smoking, diet, physical activity and weight management advice and support.
4. The Council commission Health and Wellbeing Support, healthy eating, smoking cessation, alcohol and substance misuse and domestic abuse services delivered to the general population, subject to eligibility criteria.
