Total Recorded Spend Artificial Plants and Flowers

Request

Please could you inform me:

For each calendar year from 2020 to 2024 and for 2025 to date (please state the end date used at the time of your search), please provide:

1. The total recorded spend (including purchases and any hire/rental) on artificial or plastic plants/flowers/greenery, including 'silk'/replica/preserved/artificial moss/hedging/green walls.


2. The total recorded spend (including purchases and any hire/rental) incurred in replacing existing artificial/replica décor already in situ (like-for-like refresh/renewal), e.g. artificial/plastic/silk plants, flowers, hedging, green walls, preserved/artificial

moss.


3. Any recorded spend on maintenance/cleaning (e.g. dusting, washing, UV treatment) and disposal of artificial/plastic plants/green walls, with totals per year.


If you do not hold discrete categories for the above, please run a keyword search across purchase-ledger and procurement-card description fields and relevant works/order systems using terms such as (neither exhaustive nor exclusive): 'artificial plant', 'plastic plant', 'artificial flower', 'silk flower', 'replica/faux/fake', 'preserved moss', 'boxwood (artificial)', 'green wall (artificial)', 'UV-stabilis', 'hedge (artificial)' and, for replacements, pair with 'replace', 'refresh', 'renewal', 'change-out', 'like-for-like'.



Please provide totals per year and a simple line-level extract:

- Date

- Description (if applicable)

- Department/cost centre or site/location

- Amount in GBP

Under s11 FOIA, please supply data in CSV or Excel.



If information is withheld, please cite the specific exemption and, where applicable, the public-interest test. If the request would exceed the appropriate cost limit, please provide items (1)-(3) as annual totals (and any available breakdowns for the most recent full year) and advise what narrower scope would be disclosable under s16.


 

Decision

1-3. Please see the attached document. We do not have specific account codes to record this type of expenditure. Results have been produced via searching all records using key words in the description field. Using this method, we've only extracted results going back to April 2023. Data prior to this date is held on the BW legacy system which does not have the functionality to search on description field. Any other methods are likely to fall over the 18 hours threshold. Section 12(1) of the Freedom of Information 2000 does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit is currently £450 or 18 hours at a cost of £25 per hour. The exemption under section 12 is not subject to the public interest test Any refined request will be treated as a new request under the Freedom of Information Act
