Children and young people with a maintained Education, Health and Care Plan

1. Please provide the most recent data available (as of January 2025) regarding children and young people with a maintained Education, Health and Care Plan (EHCP) who are currently not on the roll of a registered educational setting or are awaiting a named placement.

Specifically, please provide a breakdown of these children by National Curriculum Year Group (e.g., Early Years/Nursery, Reception, Year 1, Year 2 up to Post-16).

Please categorize the data into the following two groups:

a. Children Awaiting Provision:

Children with an EHCP where the named educational placement is yet to be finalized, or where the child is currently out of school awaiting a start date at a named setting.

b. Education Other Than at School (EOTAS):

Children with an EHCP who are currently receiving an EOTAS package (under Section 61 of the Children and Families Act 2014) because no suitable school place is available.

Please note due to how EOTAS is recorded on our data systems this figure may not be accurate at the current time. In LCC EOTAS is only used when the LA has deemed education in a school setting would be unsuitable due to the CYP needs.
