I am writing to request information under the Freedom of Information Act 2000.

For the academic years 2022-2023, 2023-2024, and 2024-2025, please provide the following:

1. The number of children or young people registered as Education Otherwise Thank At School (EOTAS) or Education Otherwise Than In School (EOTIS), or where the Local Authority (LA) has determined provision should be made otherwise than in a school under Section 61 CFA 2014 for the above academic years

2. The total annual spend (£) on EOTAS or EOTIS packages in each of those academic years

3. The cost of the single most expensive EOTAS or EOTIS package in each academic year (2022- 2023, 2023-2024, 2024-2025).

4. If possible, and not identifying any individuals, please provide a breakdown of what was included within the most expensive package for each year.

Prior to the 2025/2026 financial year, EOTAS cases were not recorded as a separate cohort, so data for earlier years is not available.

The number of students reflects the current number of active EOTAS packages. This figure fluctuates throughout the year as the circumstances of children and young people change.

Financial costs are approximate, as some elements of an EOTAS package may be funded from different budget codes, and actual expenditure also depends on when providers submit invoices. For this reason we are not able to provide the total cost of the most expensive EOTAS package.

We are unable to provide a breakdown of the provision provided for the most expensive EOTAS package as due to the bespoke nature of the packages this would have the potential to identify the Children and Young People (CYP) concerned.
