Blue Badge misuse and enforcement

I am requesting the following information in relation to Blue Badge misuse and enforcement in your local authority area.

For the past five full calendar years (2021, 2022, 2023, 2024 and 2025), please provide:

(1) The number of reports of suspected Blue Badge misuse received from the public or third parties -

(2) The number of Blue Badge-related Penalty Charge Notices (PCNs) issued by your authority (including offences for misuse of a Blue Badge, parking in disabled bays without a valid badge, expired badges, etc.)

(3) The number of badges seized by enforcement officers

(4) Please supply the information in electronic format (e.g., Excel/CSV/PDF) if possible, and include dates and definitions used for key fields.

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

1. 01/01/2021 to 31/12/2021 = 27

01/01/2022 to 31/12/2022 = 45

01/01/2023 to 31/12/2023 = 65

01/01/2024 to 31/12/2024 = 89

01/01/2025 to 31/12/2025 = 91

2. We cannot give figures for misuse of blue badge as this is not recorded as a Contravention. We also cannot give figures for expired badges as this is also not recorded as a contravention.

It would be out of scope to look through all PCNs to see if this was the reason why.

However we can issue figures for vehicles that have been issued against Contravention Code 40 - Parked in a designated disabled persons parking place without displaying a valid disabled persons badge.
