I am writing to formally respond to your fact-finding letter regarding the lamp column at Halmer Gate, Spalding a request under the Environmental Information Regulations (EIR) for the following:
1) The complete maintenance and inspection logs for this column for the last 10 years.
2) Records of the last structural integrity test (as per the LCC programme started in 2023).
3) Evidence of the date of installation to verify if it was compliant with the standards at the time - Decision

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you.

- The column was visited for structural testing on 20th May 2024, where the test returned a ‘Green (visual)’ result – see below. It isn’t clear at the present time why ETL could not undertake a dipstik test of the column root, but may have been due to the bin attachment.
- The lighting column was installed 20/01/1984 and there is nothing to suggest this would have been in contradiction to any standards of the time and does not contradict any current standards (LCC Annex 5 recommended clearances are not standards). An LED lantern (not solar) was fitted to the column 04/10/2019.
