1. Please provide a full copy of the local authority's current Alternative Provision directory in the format it is provided to schools.
2. Secondly, for the school years 2022-3, 2023-4; 2024-5 and 2025-6 (if held), please provide the following information:
a) A list of all Alternative Provision (AP) settings where young people in the local authority are/were placed, either part or full-time. Please mark if each setting is classified as registered or unregistered alternative provision, the needs category each setting caters for, where relevant (eg SEND, SEMH, both SEND and SEMH, etc.), and whether the setting provides online or in person learning, or a hybrid or the two.
Example: - Sunnydale learning - unregistered - SEMH - online
b) Aggregated totals of how many students across the local authority are/were enrolled at each of these settings. Please break down this data to show an aggregated total of how many young people at each AP setting are/were enrolled there on a part-time or full-time basis, if this data is held.
c) The average cost per young person per day for each provider. - Decision

1. There is currently no list of AP providers shared with schools. Information on services can be found via the Local Offer Lincolnshire and Family Services Directory (FSD) for Lincolnshire available at https://www.lincolnshire.gov.uk/homepage/131/send-local-offer and https://www.lincsfamilydirectory.org.uk/kb5/lincs/fsd/home.page In addition, all of the Council's contracts for Alternative Provision are publicly available on the Panacea website - Panacea Professional Project Management System and by clicking on the contracts register https://app.panacea-software.com/lcc/eRFX-Public/ContractsRegister.aspx
a-c) The information provided on the attached spreadsheet has been collated for 2a-2c as far as practicable in relation to the format requested; however, please note the following: - information is held by financial year only and not by academic year.
Placements are individually commissioned and therefore costs and expenditure is only available linked to the spend per pupil(s) over a financial year. - Volumes relate to the number of placements commissioned in the financial year and NOT the number of pupils - therefore no direct correlation can be drawn from this information to pupil volumes (or to average daily rate calculations). Pupils can move in and out of placement types and some can occupy part time placements across multiple suppliers - Regarding 2c) Pupils will attend on a varying basis including full time and part time, with some pupils only attending for a few hours per day or per week and some are on hourly based tuition rates for variable hours per week.
Responses to individual requests are generally tailored to the exact requirements of an individual pupil. Therefore, an average per day per supplier for the period requested would require us to look across multiple financial year workbooks to determine for each pupil, based on hours of attendance, and then aggregate by day or period to provide an average for each supplier. This would take us above 18 hours and therefore we cannot supply this information.
Section 12(1) of the Freedom of Information 2000 does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit is currently £450 or 18 hours at a cost of £25 per hour. The exemption under section 12 is not subject to the public interest test Any refined request will be treated as a new request under the Freedom of Information Act.
