Parish Council minutes Speed Limit Reduction

We write to request information held by Lincolnshire County Council in its capacity as Highway Authority in relation to:

A. A152 Speed Limit Reduction (50 mph to 40 mph)

Please provide copies of the following information held by the Council:



1.    

Correspondence -

(1a) The email referred in Quadring Parish Council minutes dated January 2021, which records that 'an email had been sent to highways - Speeding along main road A152 and Town Drove.'

(1b) Any other email, letter, or other correspondence that initiated or prompted consideration of a speed limit reduction on the A152 at Quadring, including correspondence from parish councillors, parish councils, or other third parties. 



2.    

Traffic Regulation Order (TRO) -The Traffic Regulation Order under which the 40-mph speed limit was introduced, including:

(2a) the date the Order was made.

(2b) the date it was sealed and came into force; and

(2c) the accompanying Statement of Reasons.



3.    

Supporting evidence -

Any evidence relied upon when considering or approving the speed limit reduction, including:

(3a) collision or casualty data.

(3b) speed survey data; and

(3c) any highway engineering or safety assessments.



4.    

Consultation records -

(4a) Any consultation responses received in connection with the speed limit reduction, including police or public consultation, together with dates.

(4b) Plans and extent - Any plans, schedules, or drawings defining the extent and limits of the 40-mph restriction. 





B. Highway Access and Safety - 103 Quadring Road (from 2021)

(5) Please provide copies of the following information held by the Council:

Access assessments -

Any highway officer reports, technical notes, site inspection records, or assessments relating to the lawfulness and suitability of vehicular access from the A152 serving land at or near 103 Quadring Road, from 2021 onwards.



(6) Visibility splays - Any visibility splay assessments, measurements, drawings, or calculations undertaken by or on behalf of LCC in relation to this access.



(7) Site visits and technical notes -

Any records of site visits, internal notes, or technical advice prepared by LCC officers concerning access safety at this location.



(8) Advice to the Local Planning Authority -

Any advice, comments, or consultation responses provided by LCC Highways to the Local Planning Authority relating to agricultural or residential development served from the A152 at or near 103 Quadring Road.



(9) Relationship to speed limit -

Any records indicating whether the reduced 40 mph speed limit was relied upon, or taken into account, in assessing access safety or visibility requirements for access at or near 103 Quadring Road.
