Total Annual Spend on Repairs to Pavements and Footways

Please provide the following information broken down by calendar year for:

(a) 2022,

(b) 2023,

(c) 2024,

(d) 2025

(e) for the period 1 January 2026 to 31 January 2026 (or the most recent complete month for which figures are available):



(1) The total annual spend on repairs to pavements and footways, including repairs to potholes and other surface defects on pavements and footways, within your local authority area.



(2) The total annual spend on public realm repairs relating to paved or hard‑surface areas in parks and other public open spaces (for example: patios, paved seating areas, plazas, hard‑landscaped play or recreation areas, and similar).



(3) The total annual spend on repairs to potholes and other surface defects on carriageways (road surfaces used by vehicles) within your local authority area, over the same period.



(4) If available, a breakdown of the spend in items (1), (2) and (3) by type of repair or work carried out (for example: routine/reactive repairs, programmed resurfacing or replacement schemes, trip‑hazard works, accessibility improvements, and similar categories used in your asset management or finance systems).



For the purposes of this request, I am interested only in works to paved or hard‑surface areas (for example slabs, blocks, asphalt, setts and similar), not soft landscaping. This includes both footways/pavements and carriageways as defined in your highways policies.



(5) If possible, please provide the information in an electronic, reusable format such as Excel or CSV.

Decision

The finance and asset management systems in LCC operate within financial years, rather than calendar, and so the information is provided in this format. Also to note these are budget figures as defined cost 'spend' figures are impacted by performance results and other contractual commitments along with outside influences such as invoicing from supply chain and any defect settlements, which make direct spend very difficult to report on in this context as they will not be related to defects in appropriate timescales. However, the Highways Service reports budget performance and consistently meets the constraints set out by the Council, so this mechanism gives a reliable indicator of the work taking place on the highways network. 

 

Further note that the reactive and minor works elements of the service are not split between footways and carriageways (or any other reactive repairs such as drainage, kerbing, verge repairs etc) as the gangs respond to works as they arrive and complete multiple repairs during a day in accordance with our Asset Management Policy, it is not therefore possible to split costs out at this level and so all of the reactive and minor repairs are included within the carriageway figure as this is where the majority of these repairs occur.
