LCC Farm Carbon

Regarding the tender titled 'LCC Farm Carbon' (reference PL25/101).

 

From the information provided, I note that the evaluation panel initially assessed bids on 2 February 2026 and that an award decision was

made on 4 February 2026. The response also confirms that a third bid had been missed during this process and that the panel subsequently reconvened on 16 February to consider that submission before the contract was signed.

Given this sequence of events, I would welcome clarification as to how the integrity of the evaluation process was maintained once it became

apparent that a submitted bid had not been included in the initial assessment.

 

In particular, it would be helpful to understand:

 

(1) Whether the evaluation conducted on 16 February involved a full re-evaluation of all bids, or solely an assessment of the previously missed submission.



(2) Whether the evaluation panel members were aware of the earlier award decision of 4 February when assessing the additional bid.



(3) Whether the panel membership on 16 February was identical to that which undertook the initial assessment on 2 February.



(4) At what point it was identified that our submission had not been included in the initial evaluation. 

I can confirm that the information requested is held by Lincolnshire County Council. I have detailed below the information that is being released to you. 

(1) The previously missed submission was fully evaluated on 16 February. All other bids had previously been fully evaluated. The outcome of the evaluation of all bidders was then reviewed once all bids had been evaluated.

(2) Panel members were aware of the initial outcome of 4 February

(3) Yes, panel membership was identical for all evaluations

(4) 10th February.
