Description of works

The effect will be to prohibit waiting as set out in the schedule below.

Introduce ‘No Waiting at Any Time’ on the junctions of Bramble Grange, Wygate Meadows, Woolram Wygate, Lincoln Way and Cathedral Drive.

Introduce ‘No Waiting Mon – Fri 8am – 9:30am and 2:30pm – 4pm’ on Woolram Wygate, Lincoln Way, Cathedral Drive and Wygate Meadows.

Introduce mandatory ‘No Stopping Mon – Fri 8am – 9:30am and 2:30pm – 4pm on entrance markings’ outside Spalding Primary School.

Introduce Bus Stop Clearway operational Monday – Saturday 7am – 7pm outside number 53 and number 66, Woolram Wygat

Reasons

Following investigations at the above-mentioned location it was found that during peak school drop off/pick up times there are vehicles parked/waiting on the advisory 'School Keep Clear' markings.

The introduction of a formal Traffic Regulation Order will discourage parking/waiting on the 'School Keep Clear' markings and enable civil parking enforcement officers to issue Penalty Charge Notices where appropriate.

 Additional investigations found that there is an increased need for further restrictions to improve visibility in the surrounding area and on the junctions, the proposals will remove any parked vehicles, especially at peak times.

The proposals will facilitate traffic flow, ensure all accesses are kept clear and improve visibility and road safety for all users.

Establishing the Bus Stop Clearway at the above location will ensure unrestricted access for scheduled bus services by prohibiting the stopping, waiting and loading of any vehicle except a bus. The clearway will be in operation Monday – Saturday 7am – 7pm.

Waiting restrictions in the surrounding area will support the unrestricted access for buses passing and prevent inconsiderate parking on the nearby junctions.

Therefore, it is proposed to prohibit waiting as set out on the plans to the Order.

The Chief Constable South Holland District Council have been consulted, along with other local groups/companie
