Dementia Strategy

In June 2025 you advised the public (FOI request reference: 12388309 - See https://www.whatdotheyknow.com/request/dementia_strategy_2 ), that the draft Dementia Strategy had been received from Lincolnshire Partnership NHS Foundation Trust in February 2025 and was with the strategic Directorate Leadership Team for review, with the next review scheduled for 9 June 2025.

If approved by the DLT the document would progress to the Health and Wellbeing Board and subsequently to the Scrutiny Committee for further consideration and formal approval.

You also advised that "there is no public involvement in these processes. The Dementia strategy was co-produced with people with lived experience and carers it is intended to support."

Please advise what further progress has been made with these approval processes with the draft Dementia Strategy 2025 - 2030.

a) Has the draft been approved by the DLT?

b) If so, on what date was that approval made?

c) Has the draft been considered by a meeting of the Health and Wellbeing Board?

d) If so, what is the date of the meeting where the draft was considered by that committee?

e) Has the draft been considered by a meeting of the appropriate Scrutiny Committee?

f) Which of the council's Scrutiny Committees is the appropriate one to consider this draft strategy?

g) If the strategy has been considered by a Scrutiny Committee, which committee considered the document and what is the date of that meeting where the document was considered?

h) Given that we are now fast approaching the start of the 2026 financial year, has the Council given consideration to renaming the document Dementia Strategy 2026 - 2030, as it is generally accepted that a strategy document is forward looking rather than a document produced and released to the public part way through the period (2025 - 2030) that the strategy seeks to address?

Decision

a) The final draft, the Lincolnshire Joint Dementia Strategy 2025-30 was approved at Directors Leadership Team (DLT) on the 9th of June 2025 with a request that it went to the Health and Wellbeing Board (HWB) for endorsement.

c) The forward plan of future agenda items presented to the Health and Wellbeing Board (HWB) on 23 September 2025 indicated that the Lincolnshire Dementia Strategy would be considered at the HWB meeting on 9 December 2025 as part of the Mental Health and Dementia Priority update.

The forward plan is a live document and is subject to amendment by the Chair and Vice Chair to reflect emerging priorities. Following the local elections in May 2025, some of the HWB members were new to the Board.

As a result, several development sessions were scheduled to support members' understanding of the evolving health and care landscape and the requirements of the Government's 10 Year Health Plan, including the transition towards Neighbourhood Health.

In light of this, the Chair and Vice Chair agreed to reschedule several items originally planned for the December 2025 meeting to allow additional time for Board development. As reported in March 2026, the Lincolnshire Dementia Strategy is now scheduled to be presented to the Health and Wellbeing Board at its next public meeting on 28 July 2026. f) If it is decided that the Strategy should go to Scrutiny this would be Adult Scrutiny Committee.

h) Although we have not formally published the strategy, the goals within the Strategy have been used to shape the Dementia Programme Plan for 2025-26 and 2026-27. For this reason, the Strategy will remain as the Lincolnshire Joint Dementia Strategy 2025-30.
