Money Spent on Local Government Reorganisation

I'm writing to you to request the amount of money which Lincolnshire County Council (LCC) has spent on Local Government Reorganisation (LGR)

 

(1) Please can you provide me with the total cost of LGR for LCC?

Please can this include a breakdown of

(1a) what the money was spent on

(1b) including consultants

(1c) anything else which was used to prepare the proposal which was submitted to the government. 

 

(2) Please can you also provide an explanation of

(2a) why LCC spent this amount of money on LGR

(2b) what measures were taken to ensure that this was value for money.

2a)

• Assets such as posters and leaflets were required to support public engagement activity.
• Engagement – to reach our communities across Lincolnshire.
• Proposal document – to produce an accessible, clear, designed version of the proposal.
• Consultants were used where specialist or independent expertise was required:

o   an external, independent analysis of public engagement and survey responses.

o   the development and assurance of a robust financial case.

o   district-level expertise to inform the proposal.

2b)

• Venue hire was kept to a minimum by using Lincolnshire County Council venues, including libraries.
• Targeted use of consultants, limited to areas requiring specialist, independent or assurance-based input that could not be provided in-house.
• Clear, time-limited, scopes of work agreed in advance with external suppliers, with defined outputs aligned to the requirements of the LGR submission.
• Procurement in line with the Council’s Contract Procedure Rules.
• Senior officer oversight of expenditure.
