1) I am requesting the following information relating to the vehicle crossover installed at Dean Close, Leasingham, NG34 8NW, which was carried out in February 2025:

a) Whether a Section 184 permit was issued for these works.

b) The Section 184 permit reference number, if one exists.

c) The name of the approved contractor listed on the permit.

d) Any inspection records, including dates, photographs, and outcomes.

e) Any correspondence, internal or external, held by the council relating to the authorisation, approval, inspection, or enforcement of these works.

Decision

Officer authorisation

The Section 184 permit was authorised by LCC Officer, South & West Section 184 Officer, Lincolnshire County Council.

The officer is NRSWA certified, S12D accredited, and has completed LCC Health & Safety Working Safely training. Authorisation date: 20 January 2025.

Risk assessment methodology

The construction risk assessment was the responsibility of the applicant’s appointed contractor, who carried out the works.

As part of the Council’s application review, a desktop assessment was undertaken considering road speed, layout, residential context, and similar access applications.

Consideration of pedestrian safety and vulnerable road users Pedestrian safety and potential risk were considered during the desktop assessment, including road layout, visibility, and the surrounding residential environment.

The application was assessed as acceptable within current policy and specification parameters.

Records and documentation All internal records, inspection notes, and decision-making documents relating to this application are held under our internal application system.

Section 184 compliance

The resident at Dean Close followed Lincolnshire County Council’s Section 184 process, permitting lawful vehicle access across the highway in accordance with Section 184(1)(a) and (b) of the Highways Act 1980. Construction standards and suitability

• The access complies with Lincolnshire County Council’s Light Duty Specification.

• The specification permits axle weights of up to 4 tonnes, with discretion for occasional use by caravans or motorhomes that do not habitually cross the access.

• Materials and construction methods were confirmed as compliant with LCC specifications.

Inspection and sign-off

The completed works were inspected and signed off by LCC Officer, South & West Section 184 Officer, on 21 February 2025.

The completion photos were supplied by the contractor so our next inspection is not until 21 August 2026, where an officer will be programmed that inspection.

Next steps and monitoring Lincolnshire County Council Highways acknowledges the concerns raised regarding pedestrian safety in this location.

The area will continue to be monitored through routine highway management processes, and any further reported incidents or changes in conditions will be reviewed in line with the Council’s highway safety and enforcement policies.
