Paper and cardboard recycling

Under the Freedom of Information Act, I would like to request the following information regarding paper and cardboard recycling in your borough:

 

1) What are the contractual performance KPI's for this contract?

 

2) Suppliers who applied for inclusion on each framework/contract and were successful and not successful at the PQQ and ITT stages * Who is the current supplier?

 

3) Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date?

 

4) Are there any processing facilities or MRFs utilised within the contract if so what the names and addresses?

 

5) How is your fibre processed (baled or loose)?

 

6) Where is the end destination of the fibre?

 

7) What is your current collection method (dual stream, single source, kerbside sort or comingled) * What tonnage per year do you produce by fibre grade?

 

8) Start date and duration of framework/contract?

 

9) Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

 

10) Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

 

11) Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

 

12) Who is the senior officer (outside of procurement) responsible for this contract?

 

13) Are there any plans to change the existing service?

Decision

  • Actual Volume (AV) of Paper and Cardboard Material left at a Collection Point at the end of each Working Day.
  • Collection Plan provided to the Client on time.
  • Service Report provided to the Client on time.
  • Audit Result.

 

2. Lincolnshire County Council (LCC) do not hold information on suppliers who applied. Current supplier is Palm Recycling Limited.

 

3. None.

 

4. Palm Recycling Limited’s processing facility at Kings Lynn.

 

5. Mixed paper and card is collected from LCC loose.

 

6. This is determined by where our contractor supplies their product to.

 

7. The collection authorities collect mixed paper and card as a single source from the kerbside. As disposal authority, mixed paper and card (Mixed Papers and Old KLS) for 2025-2026 was 17,438.25 tons.

 

8. Contract commenced 1st April 2021 for four years with two extensions of two years each available.
