Under the Freedom of Information Act 2000, please could you provide the following information in relation to the property estate owned or managed by the authority.

1. What is the total number of buildings owned or managed by the authority?

2. How is the estate distributed across different building types (for example schools, offices, leisure centres, libraries, depots, civic buildings, housing, heritage/listed buildings)?

3. How does the authority approach the use and maintenance of condition surveys across its estate?

4. What arrangements are in place for planned preventative maintenance (PPM) or lifecycle maintenance programmes for buildings within the estate?

5. What is the current annual planned maintenance budget allocated to building assets?

6. What is the current annual reactive maintenance budget allocated to building assets?

7. What is the estimated value of any recorded maintenance backlog across the estate?

8. How are building maintenance works delivered across the estate (for example in-house, outsourced, or through a hybrid model)?

9. Which principal contractors, framework agreements, or outsourced providers are engaged for planned building maintenance and refurbishment?

10. What are the renewal or expiry dates associated with the relevant maintenance frameworks or contracts?

11. How do sustainability, carbon reduction, or whole-life costing policies influence building maintenance and replacement decisions?

As such, this information is exempt from disclosure in accordance with the exemption set out at Section 21 of the Freedom of Information Act 2000 which provides that a public authority need not comply with a request for disclosure under the Act where that information is reasonably accessible by other means.

3. All sites that are LCC responsibility receive a condition survey every 5 years. The condition surveys are used to inform a planned capital programme based on the priority rating and our budget allocation.

4. All sites that are LCC responsibility have a PPM schedule per site. The PPM activity is identified via the asset information for the site and sites requirements i.e. cleaning etc. Services are delivered via the FM (Facilities Management) Contract.

5-6. This information is commercially sensitive

7. Estimated value of LCC backlog is £8.5M

8. Works are delivered by multiple methods depending on the nature of the works. Some are delivered in house, some are delivered via the FM contract, and some via our Professional Services and some by Framework

9. Majority of our work goes via either our FM Contract, or our professional Services Contract. VINCI Facilities provide the FM Contract, and Kier were awarded the Professional Services Contract

10. FM contract is a 5+5 year contract that started in April 2025. The professional Services contract is 4+2 and also started in April 2025

11. All factors are considered when replacing assets, taking into account future intentions of site as well as those listed.
