Third party glint and glare assessments on solar farms

1) I am trying to ascertain how many councils request third party glint and glare assessments on solar farms.

I have already spoken to one council who stated they always request a third party assessment highlighting  some of the significant  shortfalls in glint and glare assessments commissioned by the solar farm owners.

We would generally rely on the comments of the Ministry of Defence with regards potential impacts for air traffic and Network Rail and other relevant consultees for impacts upon their operations.

The District Council Environmental Health Officer would be relied upon to assess proposals with regards impacts on the amenity of residents in the local area.
