Lincolnshire Show 2026 traffic management arrangements

Further to my email and response below to Lincolnshire County Council.

I am writing as a local resident regarding the upcoming Lincolnshire Show 2026 and the associated traffic management arrangements.

I understand that events affecting the highway, including those requiring Temporary Traffic Regulation Orders (TTROs), must comply with Lincolnshire County Council's requirements. These include providing adequate notice, advance signage, and importantly, carrying out an information letter drop to all affected residents and businesses at least two weeks prior to the start date.

As a resident likely to be affected by traffic restrictions, I have not received any notification or information regarding:

1) The proposed traffic management plan and road restrictions

2) Dates and times of closures or diversions Access arrangements for residents and visitors

3) Provisions for emergency vehicle access and local property access

4) Any anticipated impact on local parking or increased traffic volumes

Given the stated requirement to inform residents in advance, I would appreciate clarification on whether:

5) A TTRO has been applied for and approved for this even

6) A traffic management/signage plan has been submitted and agreed( signage has gone up for A15 closure but nothing for Hall Lane A46 or A15 entrance and this is where the conflict happened last year)

7) A resident notification letter drop has been carried out, or is still planned

Could you please provide full details of the planned traffic arrangements and confirm how and when affected residents will be formally notified?

In particular, I would like reassurance that access to properties will be maintained at all times and that appropriate measures are in place to minimise disruption and ensure safety for all road users, including pedestrians and those with additional needs. I would appreciate your prompt response given the importance of advance notice and planning for residents.

1. The traffic management plan is the intellectual property of Lincolnshire Showground, however, here is the list of the restriction we have processed for the Show.

• A15 road closure between Horncastle Lane R/about and Gate 1 Showground
• Part closure (one way) on Horncastle Lane
• Speed Limit on Horncastle Lane
• No Right Turn from Horncastle Lane onto A46
• Temporary traffic signals on exit phase

2. Dates for traffic restrictions are the 17 and 18 June - between 0600 and 1900.

Access is maintained for visitors and residents via most of the major routes except the section of A15 Between Horncastle Roundabout and Gate 1 of showground.

3. Emergency Vehicles access will be maintained at all times with all emergency services control rooms have seen sight of the Traffic Management plans and restrictions and are briefed on their designated routes to/from the showground.

Emergency services will be able to access Hall Lane and Riseholme Lane how they choose to navigate to the location of the emergency will be as directed by their control rooms and discretion.

4. Traffic volume will be increased significantly for periods in the morning and evenings when visitors are entering and leaving the showground. Parking is completely free on site at the showground; residents have access to their properties via controlled closure points with active personnel.

5. Yes a TTRO has been applied for via REA000819 / TTR014307. Please see attached.

6. Yes a traffic management plan has been submitted and approved (13th May 2026).

7. Any letter drops in relation to notifying resident who are immediately affected by any temporary restrictions are the responsibility of the event organiser, Lincolnshire Showground, to arrange. LCC are not usually sent event organisers notifications or communication plans.
