1. The Capital Financing Requirement (CFR) projections approved as part of the February 2025 Budget, covering 2025/26-2029/30.
2. The current CFR projections for the same period as reflected in the latest draft budget.
The Authorised Borrowing Limit and Operational Boundary for borrowing as approved in February 2025, and the current projected limits.
3. Confirmation of whether the £20m Economic Investment Fund approved in February 2025 was assumed to be funded through prudential borrowing and included within the CFR projections at that time.

The £20million Economic Investment Fund was part of the capital programme approved in February 2025, which informed the calculation of the CFR projections. Both the capital programme and the CFR projections are set out in detail in the 2025/2026 budget book and show that the scheme was assumed to be internally funded. Internal funding includes borrowing, capital receipts, use of reserves and revenue contributions.

The additional Government funding received in the 2026/2027 settlement has not directly altered the Council’s borrowing requirement or CFR trajectory however, it has enabled the Council to set a balanced budget within which £3.247million has been allocated to make a Voluntary Revenue Provision (VRP) which will enable a reduction in the Council’s capital financing requirement.
