Grantham Town Centre / High Street Connectivity scheme within the Greater Lincolnshire Devolution capital programme

This request relates to the £2 million Grantham Town Centre / High Street Connectivity scheme within the Greater Lincolnshire Devolution capital programme.

Please provide:

 

1. The date on which the Grantham High Street / Town Centre Connectivity scheme was removed, cancelled, or otherwise ceased to form part of the capital programme.

 

2. Copies of any records (including reports, emails, minutes, or decision logs) which document or authorise:

 

a) the removal of the scheme; and/or

 

b) any reallocation or substitution of the associated £2 million funding.

 

3. Confirmation of the decision-making route used, including:

 

a) whether the decision was taken by the Executive, an Executive Member, or an officer under delegated authority;

 

b) the name and role of the decision-maker;

 

c) the specific delegated authority relied upon (if an officer decision).

 

4. Confirmation as to whether the change was treated as:

 

a. budget virement, a reprofiling; or a change to the capital programme, and any documentation supporting that classification.

 

5. Confirmation of whether the Section 151 Officer was consulted prior to the change, and any record of that involvement.

Decision

1. The decision to withdraw this scheme from the capital programme was taken at the meeting of Lincolnshire County Council on 20th February 2026.

b. The funding was not re-allocated or substituted, it was withdrawn from the programme.

a. The decision to withdraw the funding was taken by full council as part of their consideration of the council’s 2026/2027 budget.

 

b. Within the council’s constitution, it is the full council not an individual who approves the council’s budget.

 

c. Para B12 of the constitution states that “It is the responsibility of Chief Officers to control income and expenditure within their area and to monitor performance, taking account of financial information provided by the Section 151 Officer. They should report on variances within their own areas in accordance with the Financial Management, Financial Planning and Financial Systems financial procedure (FP1). They should also take any action necessary to avoid exceeding their budget allocation and alert the Section 151 Officer to any potential or anticipated problems “.

5. The s151 officer provides advice to full council on the budget, and their comments are in the agenda pack which is attached to the response to question 2a.
