1) The specific Traffic Regulation Order (TRO) or Speed Limit Order that explicitly raised the speed limit of this road to 60mph following the construction of the A17 bypass.

2) Given the presence of street lighting on this residential spur, please provide the documented justification used by the highways authority to override the default 30mph "restricted road" status under Section 82 of the Road Traffic Regulation Act 1984.
