Road Surfacing Work B1205

The road off the B1205 between Blenhein Farm and Northorpe Grange DN21 4AR

This request relates to the recent road surfacing work carried out by the Council (or its appointed contractors) on the above lane.

Specifically, it concerns the ballast material laid as the final surface. Under the EIR, please provide copies of all documentation, data, and correspondence held by the Council regarding the composition and sourcing of this material.



This will include:



1) Material Specifications: All product data sheets, conformity certificates, and quality assurance documents showing the exact technical composition of the ballast used.



2) Procurement & Invoices: The contract specifications, bills of quantities, and delivery/purchase invoices showing exactly what material was ordered and paid for by the Council for this site.



3) Environmental & Waste Records: Any Waste Transfer Notes (WTNs), environmental risk assessments, or exemptions held relating to the use of industrial by-products or recycled aggregates at this location.



4) Communications: All internal emails, meeting minutes, and correspondence between Council highways staff and the principal contractor regarding the selection, a

1. Laboratory report 87243 (PDF “87243” attached) shows the results of testing Type 1 sub-base material from the supplier of the stone used under work order 5854774.

Contractors working in the County, including Balfour Beatty working within the Highway Works Term Services Contract, are required to use material from suppliers that have been approved by Lincolnshire County Council. These “approved suppliers” are subject to a regime of routine testing of samples of materials to assure the quality of all material of the same type taken from that supplier.

The lab report provided relates to a sample taken from the supplier at source, in January 2026. No testing has been carried out specifically on the material used at the location in question.

The material supplied should have been a primary (or virgin) limestone aggregate and should not have contained furnace slag. However, the same supplier produces a recycled product that meets the specification for Type 1 stone, which can contain blast furnace slag.

It is possible that this has been supplied in error. It would only be possible to establish this with sampling and testing of the laid material.

The report 87243 shows that the material tested adheres to specification.

2. The material specified under work order 5854774 was a Type 1 stone.

This was ordered under Lincolnshire County Council’s Highway Works Term Services Contract.

The materials used under this contract are controlled by national specifications via a national suite of documents known as “Standards for Highways”.

One of these documents is the “Specification for Highway Works” which provides the base specification for highway construction and maintenance contracts, detailing the requirements for materials, products, systems, and activities necessary to build and maintain highways.

The format of these national documents allows for local variations to be introduced to account for local conditions (for example geology and weather conditions). Therefore, in Lincolnshire the Highway Works Term Services Contract is based on a document called the “Lincolnshire Specification for Highway Works”.

From the Lincolnshire Specification, SERIES 800 ROAD PAVEMENTS – UNBOUND MIXTURES FOR SUBBASE applies. This document is attached (named Series 800).

We have also attached a document labelled “Material Ticket”. This is the collection note for the material used at the location in question.

We draw your attention to the following details:

“Place of Loading” is specified as “BRH” which is “Boston Railhead” abbreviated. This ties in with the lab report 87243 where the project title is “Materials Approval Type 1 Sub-Base Limestone Boston Railhead”.

This name is repeated on the smaller ticket stapled to the collection ticket.

The supplier is Total Aggregates (which is hidden under the smaller ticket).

The smaller ticket stapled to the collection ticket also shows the following:

The “product” is “Type 1”;

The “customer” is “Balfour Beatty” who is Lincolnshire County Council’s Highway Works Term Service contractor;

It shows it was collected on 30 March which is the same date that work started at the location in question;

The “Haulier” is shown as “JE Spence” who is a sub-contractor to Balfour Beatty under the Highways Works Term Service Contract.

Also attached is document “Handwritten Note – Spence haulage”. J E Spence is the haulage company working on behalf of Balfour Beatty that collected the stone from Total Aggregates at Boston Railhead and took it to the location. It has the date of 30 March 2026 handwritten at the top, and states "Balfour Beatty (redacted name) 20 ton lorry - Lane to Grange Farm - need to pick up 20ton type 1 stone from Total at Boston and take to site"

This links the material ticket and the stone collected, to that which was laid at this site.

The bill of quantities that applies is that contained in the Highways Works Term Service Contract.

Work order 5854774 uses the “time charge” element of that contract and the schedule of rate item used was “99.01006 Quantity Material Item (Qty)” which is an item that allows the officer to specify the material they require.

The request was for “25 Tonnes of Type 1 stone”.

The material collection ticket shows 18.41 tonnes collected.

This is one lorry load of material, and the contractor will have adjusted the quantity down from the 25 tonnes specified to avoid additional part load charges.

3. We do not hold this information. 

The material used is required to meet the specification and the technical standards that underpin the specification, and these allow for either recycled, manufactured or virgin aggregate.

Therefore, waste transfer notes, environmental risk assessments etc are not required.

There are controls built into the standards in relation to the composition of any blast furnace slag used, but these are in place to control the interaction between the slag and other chemical components used in bitumen and other materials that it can be incorporated with.

Blast Furnace Slag is not considered waste; therefore waste transfer and consignment documentation is not required.
