St Bernard's avenue, Louth

I am informed that a crossing has been approved for st bernards avenue, louth.
 
I would like to know & request the following information.
 
1) Who is financing the project?
 
2) Who has sanctioned the siting of the crossing?
 
3) What, if any risk assesements have been carried out?
 
4) What were the conclusions of that assesement?
 
5) Has it been considered siting the crossing nearer to the pathway entrance from laceyfields and Eastfield? And why was that considered not to be appropriate?

1) Lovell Homes

2) East Lindsey District Council and Lincolnshire County Council

3) Road Safety Audit Stage 2

4) Parking, tactile paving and resurfacing extent – all addressed during design review

5) The case officer (LCC) has since left the authority, it is considered to be the logical route for the residents. All proposed works have been the subject of safety audits confirming suitability.
