Temporary Traffic Regulation Orders Information

I request a full explanation of:

1) The purpose and scope of the works being undertaken under TTR016018 and TTR016027.

2) The reasons why the closure has remained in place for its current duration.

3) Any delays encountered during the works and the reasons for those delays.

4) The current estimated completion and reopening date.

5) The measures being taken to minimise disruption to affected residents and road users.

6) Whether Lincolnshire County Council has reviewed the ongoing necessity of maintaining the closure and, if so, the outcome of those reviews.

7) Details of any reviews undertaken to ensure continued compliance with the statutory requirements governing temporary road closures and any decisions authorising extensions of the closure.

8) Please confirm the legal mechanism under which the closure has been extended beyond its original duration, including copies of any extension notices or authorisations.

9) Please also confirm the specific criteria, engineering standards or safety requirements that must be satisfied before Sykes Lane can be reopened to traffic.

10) Copies of Temporary Traffic Regulation Orders TTR016018 and TTR016027, including any amendments, extensions or variations.

11) Records of site inspections undertaken by Lincolnshire County Council in relation to the closure, together with copies of any engineering assessments, inspection reports, structural surveys or other technical evidence relied upon in determining that the closure of Sykes Lane was necessary.

17) Records showing the dates on which any works were actively undertaken on site.

18) Any risk assessments, traffic management reviews or justification documents supporting the continued closure of Sykes Lane.

19) Details of any complaints received regarding the closure and any resulting reviews or investigations.

20) Details of any financial penalties, contractual remedies or performance measures applicable where works exceed the original programme.

1) The purpose and scope of the works being undertaken under TTR016018 and TTR016027. To prevent use by all traffic due to the condition of the existing pipe under the carriageway and verges. To determine the ownership of a non-highway pipe and arranging measures for the asset to be made good by the relevant owner. Given the period of time that has passed to date, the Highway Authority has stepped in to replace the pipe.

2) The reasons why the closure has remained in place for its current duration. To undertake the necessary legal process to determine ownership and engage with the asset owner to make good the pipe. This has proven to be a longer than expected process, with the Highway Authority now having stepped in to undertake the replacement of the pipe to expedite reopening of Sykes Lane. Reopening is currently scheduled for the end of this week, subject to no delays on site.

3) Any delays encountered during the works and the reasons for those delays. 8 No delays have occurred. Information has been exchanged between the Highway Authority and the asset owner and their legal representatives during this period following a process of determining the owner of the asset and its condition. It should be noted that this situation is not a planned project, required input from our Legal Services team and responses from a third party and/or their representative. The duration of that timeline is unpredictable.

4) The current estimated completion and reopening date. We are hoping to reopen by the end of the week.

5) The measures being taken to minimise disruption to affected residents and road users. We have tried to resolve this situation as quickly as possible, but it has not happened as quickly as we would have liked. We understand and accept there is disruption to residents, businesses and road users but our intention was for the asset owner to undertake the repairs and then we could reopen the road. To add context to this, there is likely to be thousands of pipes like this, connecting ditches either side of the highway, across the county. The Highway Authority is not responsible for the vast majority them and doing so would become a significant financial burden.

6) Whether Lincolnshire County Council has reviewed the ongoing necessity of maintaining the closure and, if so, the outcome of those reviews. No Highway Authority authorised works to make good the pipe have been undertaken. The risk of collapse is still present. The closure needs to remain in place. Our contractor is currently on site replacing the culvert and we are hoping to reopen the road by the end of the week.

7) Details of any reviews undertaken to ensure continued compliance with the statutory requirements governing temporary road closures and any decisions authorising extensions of the closure. No specific review undertaken. Checks to ensure compliancy with statutory advertising requirements governing temporary road closures. Closure not extended; due to emergency works the original closure could only be in place for a maximum of 21 days under TTR016018.

8) Please confirm the legal mechanism under which the closure has been extended beyond its original duration, including copies of any extension notices or authorisations. See above, emergency closures are for an initial maximum of 21 days, with the closure for corresponding works following on as per Order TTR016027.

9) Please also confirm the specific criteria, engineering standards or safety requirements that must be satisfied before Sykes Lane can be reopened to traffic. Reconstruction of the pipe will be in accordance with the Lincolnshire Small Structures Guide. It should be noted when replacing existing assets, departures may be needed from this document due to existing site constraints.

10) Copies of Temporary Traffic Regulation Orders TTR016018 and TTR016027, including any amendments, extensions or variations. No physical Order required for TTR016018 due to emergency works (maximum 21 days). Order raised for TTR016027 to cover follow-on works.

11) Records of site inspections undertaken by Lincolnshire County Council in relation to the closure, together with copies of any engineering assessments, inspection reports, structural surveys or other technical evidence relied upon in determining that the closure of Sykes Lane was necessary. 11/12/25 Initial site visit following enquiry – live stream from site. Video attached to email. 12/12/25 Structures team visit – 5 photographs and one hand sketch attached to email. 18/12/25 Email from Witham Boards IDB with previous email from 2018 and 2 photographs attached. It should be noted that these surveys a visual and non destructive.

Regulation 13 – personal data

Regulation 13(1) of the EIR provides that third-party personal data must not be disclosed where the condition in Regulation 13(2A) is met. This condition is met where disclosure would contravene any of the data protection principles. Disclosure under the EIR is regarded as disclosure to the public generally, not just to the person making the request. The Council has therefore considered whether disclosure of the officers' identities would comply with the data protection principles, in particular the requirement in Article 5(1)(a) of the UK General Data Protection Regulation (UK GDPR) is that personal data be processed lawfully, fairly and transparently. 10 In this case, the Council considers that disclosure would be unfair to the officers concerned. Our Officers have no reasonable expectation that their identities would routinely be placed in the public domain in connection with this request. Against that expectation of privacy, the Council has considered the legitimate interest in transparency. That interest can be met by disclosure of the substantive information which maintains its context and without identifying our Officers. The first condition in Regulation 13(2A) is therefore satisfied, and the personal data is excepted from disclosure under Regulation 13(1)(a). Where the first condition is satisfied, Regulation 13 does not require a separate public-interest test.

12) The original works programme and timetable associated with the closure. No works programme existed. At the moment, the road is closed on safety grounds. This originated as an emergency response, leading to the discovery of a third party pipe and the engagement of our Legal Services team. Unfortunately, this is all unplanned works. With the Highway Authority now acting due to lack of progress with a resolution. Our contractor is on site and we will hopefully have the road reopened by the end of the week.

13) Any revised programmes, delay notices, extension requests or revised completion schedules. Refer to the response to question 12 above.

14) Details of where and when any notices relating to the closure, extensions or amendments were published. TTR016018 no requirement to advertise/publish the original works due to emergency works. TTR016027 advertised in the Lincolnshire Echo on 19/03/26 & 26/03/26.

15) Progress reports, contractor reports or project status updates relating to the works. Enclosed is an output from our asset management system detailing works that our Term Service Contractor has undertaken, at the request of the Highway Authority, to manage the road closure. Our contractor is now on site, having commenced on 2nd September 2026, and will hopefully be complete by the end of the week.

16) Correspondence between Lincolnshire County Council and the contractor, utility 11 providers or any other relevant third party concerning delays, extensions or project management. The output mentioned in the response to question 15 details our correspondence with our Term Service Contractor, acting on our behalf as Highway Authority, with regards the road closure.

17) Records showing the dates on which any works were actively undertaken on site. Refer to Q15. Replacement of the pipe commenced on the 2nd September.

18) Any risk assessments, traffic management reviews or justification documents supporting the continued closure of Sykes Lane. With the pipe not yet being made good, the risk of collapse is still present. Alternative routes for traffic are available. Our contractor is currently on site and replacing the pipe, the road should be open by the end of the week.

19) Details of any complaints received regarding the closure and any resulting reviews or investigations. Three complaints received and responded to. No further action requested.

20) Details of any financial penalties, contractual remedies or performance measures applicable where works exceed the original programme. The closure of Sykes Lane is on the grounds of road user safety. Refer to the response for question 12. There is no reason to apply penalties.
