Temporary Traffic Regulation Orders Information

I request a full explanation of:

1) The purpose and scope of the works being undertaken under TTR016018 and TTR016027.

2) The reasons why the closure has remained in place for its current duration.

3) Any delays encountered during the works and the reasons for those delays.

4) The current estimated completion and reopening date.

5) The measures being taken to minimise disruption to affected residents and road users.

6) Whether Lincolnshire County Council has reviewed the ongoing necessity of maintaining the closure and, if so, the outcome of those reviews.

7) Details of any reviews undertaken to ensure continued compliance with the statutory requirements governing temporary road closures and any decisions authorising extensions of the closure.

8) Please confirm the legal mechanism under which the closure has been extended beyond its original duration, including copies of any extension notices or authorisations.

9) Please also confirm the specific criteria, engineering standards or safety requirements that must be satisfied before Sykes Lane can be reopened to traffic.

10) Copies of Temporary Traffic Regulation Orders TTR016018 and TTR016027, including any amendments, extensions or variations.

11) Records of site inspections undertaken by Lincolnshire County Council in relation to the closure, together with copies of any engineering assessments, inspection reports, structural surveys or other technical evidence relied upon in determining that the closure of Sykes Lane was necessary.

12) The original works programme and timetable associated with the closure.

13) Any revised programmes, delay notices, extension requests or revised completion schedules.

14) Details of where and when any notices relating to the closure, extensions or amendments were published.

15) Progress reports, contractor reports or project status updates relating to the works.

16) Correspondence between Lincolnshire County Council and the contractor, utility providers or any other relevant third party concerning delays, extensions or project management.

17) Records showing the dates on which any works were actively undertaken on site.

18) Any risk assessments, traffic management reviews or justification documents supporting the continued closure of Sykes Lane.

19) Details of any complaints received regarding the closure and any resulting reviews or investigations.

20) Details of any financial penalties, contractual remedies or performance measures applicable where works exceed the original programme.

We are responding to your request in accordance with the Environmental Information Regulations (EIR) rather than the Freedom of Information Act (FOIA). Section 39 of the FOIA allows that we can refuse information under FOIA where it is Environmental Information. We have responded to each of your questions, below.

2) The reasons why the closure has remained in place for its current duration.

The culvert is in a precarious condition at risk of collapse. We have instructed our Legal Services to assist us in this matter 

3) Any delays encountered during the works and the reasons for those delays.

We have instructed our Legal Services where we are required to correspond with a third party in order to resolve the matter

4) The current estimated completion and reopening date.

Design has commenced.  No date for opening has been fixed yet, but this is a priority

5) The measures being taken to minimise disruption to affected residents and road users.

We acknowledge there may be disruption to anyone affected although we are following legal advice whilst we resolve the matter.

6) Whether Lincolnshire County Council has reviewed the ongoing necessity of maintaining the closure and, if so, the outcome of those reviews.

The road closure is still necessary as the culvert condition is still precarious and at risk of collapse.

7) Details of any reviews undertaken to ensure continued compliance with the statutory requirements governing temporary road closures and any decisions authorising extensions of the closure. 

No reviews undertaken, but continuous checks to ensure compliance with statutory advertising requirements governing temporary road closures.  Closure not extended; due to emergency works the original closure could only be in place for a maximum of 21 days.

8) Please confirm the legal mechanism under which the closure has been extended beyond its original duration, including copies of any extension notices or authorisations.  See above, emergency closures are for an initial maximum of 21 days, with the closure for corresponding works following-on as per the original Order.

9) Please also confirm the specific criteria, engineering standards or safety requirements that must be satisfied before Sykes Lane can be reopened to traffic.

The culvert needs to be renewed or rehabilitated to ensure it can carry imposed loads (vehicles) safely without risk of collapse.

10) Copies of Temporary Traffic Regulation Orders TTR016018 and TTR016027, including any amendments, extensions or variations. 

No Orders required for TTR016018 due to emergency works (maximum 21 days).  Order raised for TTR016027 to cover follow-on works.

11) Records of site inspections undertaken by Lincolnshire County Council in relation to the closure, together with copies of any engineering assessments, inspection reports, structural surveys or other technical evidence relied upon in determining that the closure of Sykes Lane was necessary.

The culvert has been inspected by both Highway Authority drainage engineers and structural engineers.  No formal records have been prepared and therefore we do not hold this information. The poor condition of the culvert is obvious, the metal invert is missing through corrosion, a large displaced is present causing openings/holes in the verges where material has dropped through along with and the accumulation of stone and soil at the downstream end of the culvert.  Loss of material indicates voids.

TTR016018 no requirement to advertise/publish the original works due to emergency works. 

TTR016027 advertised in the Lincolnshire Echo on 19/03/26 & 26/03/26.

No rectification works taken place yet due to ongoing legal processes.

There is no correspondence as we have not appointed a contractor yet; therefore, we do not hold this information.
