Crossing at St Bernards Avenue, Louth road audit

1. Road Safety Audit

I requested details of any risk assessments carried out. The response merely states "Road Safety Audit Stage 2" without providing the audit itself or any information regarding its findings. 

Please provide:

1a. A copy of the Stage 2 Road Safety Audit.

1b. Any accompanying designer's response.

1c. Confirmation of whether Stage 1, Stage 3 or Stage 4 Road Safety Audits have been completed, and copies if they exist.

1d. Any other recorded risk assessments relating to pedestrian safety, accessibility or highway safety.

2. Conclusions of the assessment

The response states that "Parking, tactile paving and resurfacing extent - all addressed during design review."

This is not a summary of the conclusions reached, nor does it provide the recorded information requested.

Please disclose:

2a. The design review documentation.

2b. The conclusions relating to parking impacts.

2c. The conclusions regarding tactile paving.

2d. The conclusions regarding resurfacing.

2e. Any recommendations made and whether they were implemented.

3. Alternative crossing location

I specifically asked whether locating the crossing nearer the pathway serving Laceyfields and Eastfields had been considered and, if so, why that location was deemed inappropriate.

The response merely states that the current location is "considered to be the logical route for the residents."

This does not answer the question asked.

Please provide:

3a. Any reports, drawings, meeting minutes, option appraisals or correspondence discussing alternative crossing locations.

3b. The recorded reasons why the alternative location was rejected.

3c. Any pedestrian desire line assessments or pedestrian movement surveys used during the design process.

4. Approval of the crossing location

The response states that East Lindsey District Council and Lincolnshire County Council sanctioned the siting.

Please identify:

4a. The officer(s) or committee responsible for approving the location.

4b. The date of approval.

4c. The recorded decision document authorising the chosen location.

5. Public consultation

5a. Please confirm whether any consultation was undertaken with:

Laceyfields residents.

c. Stage 1 please see Appendix 4 and 5, Stage 3 to be carried upon completion of the works. Stage 4 is not requested as part of the Section 278 works.

d. No other risk assessments required as part of the Section 278 approval. Risks are considered throughout the approval process by competent officers and the designer under their legal obligations.

2 a-e. Please see Appendix 3.

3 a-c. There are four schools, the leisure centre, Morrisons supermarket and three churches within easy walking distance to the west of the development site, as well as other less critical and less well-used services. The introduction of the secondary access onto Monks Dyke Road means the quickest and most direct route for pedestrians is along Monks Dyke Road and across St Bernards Avenue. Most the services listed will be frequented by children walking independently or families, at peak times of the day when St Bernards Avenue is the busiest with vehicular traffic. The Developers travel plan measures encourage future residents to walk to destinations within this radius. The zebra crossing is required to enable the possible 141 families residing on the development site, a safe and direct means of pedestrian access to their daily destinations. This is in accordance with section 9 of NPPF.
