Fire extinguisher provision and servicing

I am writing to request information under the Freedom of Information Act 2000 regarding the council's approach to fire extinguisher provision and servicing across its estate and housing portfolio.

Please could you provide the following:

1. Does the council currently have a formal contract in place for fire extinguisher provision across:

a) its housing stock (temporary, emergency, social housing); and

b) its corporate estate (e.g. offices, schools, libraries, leisure centres)?

2. Does the council currently have a formal contract in place for fire extinguisher servicing across:

a) its housing stock (temporary, emergency, social housing); and

b) its corporate estate (e.g. offices, schools, libraries, leisure centres)?

2. If a contract is in place:

a) What is the name of the supplier or suppliers appointed to deliver each service/product?

b) What is the scope of the contract? (e.g. number of units, types of product, class of product) What is the contract duration, including start and end dates and any extension options?

c) What is the pricing structure - including the current rate per door inspection?

d) Was this contract awarded via a framework or dynamic purchasing system? If so, which one?

3. If no contract is in place:

Are there any plans to tender for provision or servicing within the next 12 Months, 24 months, 36 months?

1. All Facilities Management (FM) services for Lincolnshire County Council (LCC) properties are provided via it’s FM provider VINCI Facilities, fire extinguisher provision and servicing is provided via this contract.

a-b. All Facilities Management services for our properties are provided via our FM provider VINCI Facilities, fire extinguisher provision and servicing is provided via this contract.

2. If a contract is in place:

a. All Facilities Management services for Lincolnshire County Council properties are provided via it’s FM provider VINCI Facilities, fire extinguisher provision and servicing is provided via this contract.

b. This service is provided by one of VINCI’s sub-contractors, the contract with VINCI does not specify the number or class of extinguishers.
The current FM contract is five years, with the option to extend by a further five years, depending on a number of factors, this could be re procured in advance of the five year extension. Start date of this contract was 1st of April 2025.

c. Individual unit pricing is not detailed in the FM contract, this contract is for all Facilities Management services for LCC properties via it’s FM provider VINCI Facilities, fire extinguisher provision and servicing (and door inspections) are provided via this contract. Individual services, such as fire extinguisher provision, are supplied by VINCI's sub-contractors.

d. The Fire Extinguisher contract is part of the scope of service which VINCI Facilities delivers under the Facilities Management Contract, it is not a standalone contract. This contract would be between VINCI and their sub-contractor.
